CR 101 Reconstruction Project-Undergrounding of Power and Street Lights /3.c.;L., CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: C.R. 101 Reconstruction Project - Undergrounding of Power and Street Lights Update DATE: June 6, 2006 INTRODUCTION: This memo is intended to update the Council on the future undergrounding of overhead power on C.R. 101, from CSAH 17 to the Mill Pond Bridge and also street lighting design for this segment. BACKGROUND: At the April 18, 2006 City Council meeting, City Council did approve plans and specifications for the C.R. 101 reconstruction, as well as the sanitary sewer reconstruction for the East River District Trunk Line. This project is being done cooperatively with Scott County, as the City has a need to reconstruct its trunk sewer line ~and the County can reconstruct C.R. 101 with Stateturnback funds. At this meeting, City Council did review the future undergrounding of overhead power lines on this segment of road and also discussed the street lighting design and asked staff to bring back information on these issues in the future. Staff has met with Shakopee Public Utilities Commission's (SPUC) staff and would have these comments in regard to the street lighting and the undergrounding of overhead power: 1. Currently, the City has three street lights in this corridor, in addition to the street lights at the traffic control signal at CSAH 17 and C.R. 101. Staff would recommend that the street lighting standards of this corridor and the downtown area be reviewed by various stake. holders, including, but not limited to the Economic Development Advisory Committee, City Council and business owners along the corridor to see what type of streetscape and street lighting standards should be incorporated in the overall desigil. In 2007, the Mill Pond Bridge is proposed to be reconstructed and sidewalks, bridge treatment and other enhancements should be decided on in late 2006 or early 2007. At that time, the City will need to have selected. street lighting. standards for the bridge and the corridor in this area for installation. For the portion of C.R 101 being reconstructed this summer, staff would propose that temporary lights be installed on the existing power poles. Currently, a rough estimate would be approximately $1,000.00 per light or $3,000.00 total for the three lights to be replaced. 2. 1 ~ inch inter-duct conduit for street lighting would be installed on both sides of the roadway, approximately three feet behind the curb, from CSAH 17 to the Mill Pond Bridge. . This would allow flexibility to install the street lighting standards, whatever is selected in the future, and also be connected to the Mill Pond Bridge. 3. SPUC's staffwill investigate the future undergrounding of power lines along C.R 101, and perhaps the removal of this overhead power system, if the security lights can be removed that are currently on the system and Fajita Republic can be served from another power line system. It is proposed by City staff and SPUC' s staff to provide three locations of (3) 3-inch conduit crossings on C.R 101 in order to provide underground power in the future. City staff has reviewed this corridor and also reviewed other City's lighting styles and overall streetscape for major commercial corridors, such as Savage, Burnsville, Apple Valley, Rosemount, Prior Lake, Chaska and Eden Prairie and would suggest to Council that a consultant that is specialized in this area be hired to assist in what future streetscape improvements should be included in the C.RIOI corridor, including street lights. Staff would propose to bring this item back at the June 20, 2006 City Council and Economic Development Authority meeting. Scott County has taken bids for the C.R 101 project on May 26,2006, and an acceptable bid was received from S.M. Hengtes & Sons, Inc. It is proposed to begin construction in June for reconstruction of this segment of . road and staff would recommend that the existing street lighting system be removed in its entirety, as the system has many faults and its age is such that it warrants removal. New conduit should be installed for future street lighting purposes. Temporary street lights can be installed on the existing overhead power lines and future undergrounding crossings. can be made under C.R. 101 for future undergrounding of power, as needed in this area. Staffis working with SPUC's staff to obtain a cost estimate for this work. Staff estimates the cost at $22,000.00. Staff would recommend that funds be allocated from the Capital hnprovement Fund for the future street lighting and futureundergrounding of power in this area. ALTERNATIVES: 1. Provide staff direction to staff s proposal on future street lighting and future undergrounding of power on C.R. 101, from CSAH 17 to the Mill Pond Bridge. 2. Do not provide staff direction at this time. 3. Table for additionalinformation. RECOMMENDATION: Staff recommends Alternative No.1, to provide staff direction on its proposal to provide temporary street lighting, provide the future street lighting conduit and future conduit for undergrounding of power on C.R. 101, from CSAH .17 to the Mill Pond Bridge corridor.
