SUBJECT: Authorize Surveying Services for Cemetery Access Issue

INTRODUCTION:
Attached is an extension agreement with WSB & Associates, Inc. for surveying services
for boundary and topography surveys for possible future easements and design of an
access road to the cemetery off of C.R. 16.
BACKGROUND:
Staffhas been working with the Calvary Cemetery and adjacent property owners to find a
location for a public access for the users and visitors of the cemetery off of the west side
or the south side of the cemetery property. It has been deemed not acceptable to have an
access of off C.R. 16 due to the steep grade of the road up to the cemetery site.
On June 5,2006, Mayor Schmitt, Mark McNeill, Bruce Loney and residents adjacent to
the cemetery site on the west side and a board member of the Calvary Cemetery met to
discuss the issue. In order to possibly use the west driveway of 2767 Hauer Trail, a
boundary survey and topography survey of the existing driveway and drainage issue with
this driveway is needed in order to address the concerns of the residents at 2767 Hauer
Trail. Also, the resident at 1241 Jasper Road is also interested in a survey to determine
where the property line is and what is the drainage in this area associated with his
property.

In .order to proceed with a possible solution, staff feels it is best to have a boundary
survey and topography survey done by the City, in order to analyze the issues identified
by the property owners. From staffs perspective, an access road on the west side of the
cemetery parcel would be the most cost effective and best alternative for usage by the
cemetery patrons. The cost of providing surveying services by WSB & Associates, Inc.
is as per the agreement, not-to-exceed $3,250.00 and could be done by June 15,2006.

ALTERNATVIES:
I. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. for surveying services associated with the proposed
cemetery access.
2. Do not approve the extension agreement with WSB & Associates, Inc.
3. Table fore additional information.
RECOMMENDATION:
Staff recommends Alternative No.1.
ACTION REQUESTED:
Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. for surveying services associated with the proposed cemetery access with
funding to be from the Capital hnprovement Fund.

Re: Extension Agreement to Prepare Field and Property Boundaries
Survey of the Entrance to the Catholic Cemetery
at the End of Hauer Trail
Dear Mr. LOlley:
Accordingto Qur Agreement for Professional Services with the City of Shakopee and Section I.C.2
(Major Projects), this extension agreement is written to provide for field survey, establishment of
boundary location, and topographic drawing of the entrance to the Catholic cemetery at the end of Hauer
Trail.
The scope of work involves ground survey, establishment of survey control, location of properly
boundaries, existing drainage Structures, and other City utilities and locations of topographic features,
driveways, etc., within the existing cemetery access from Hauer Trail. WSB will provide an electronic
drawing to the City in AutoCAD format.
We are proposing to complete this work On a cost-reimbursable basis with a maximum. not-to-exceed cost
of $3,250. The City of Shako pee agrees to reimburse WSB & Associates, Inc. for these services in
accordance with our Agreement for Professional Services. WSB can perfOI111 the field work on June 7,
2006 with finished topo plans by June 15, 2006 to the City.
