INTRODUCTION
The City Council is asked to provide feedback on an offer to purchase land for park use.
DISCUSSION
The attached staff report to the Parks and Recreation Advisory Board and Environmental
Advisory Committee details an offer from Troy Dui;3ois to sell his property and an
adjoining parcel to the City for park land. The parcels are located at 2464 CR42 East
and 2548CR42 East. Although there are two property owners involved, both property
owners have the same interest in selling tothe City.
One item that I did not have much information on for the PRAB/EAC meeting was the
access road. According to Mr. DuBois, the access road to these two properties is via a
permanent easement thatis included in the legal description. I expect to have a copy of
the legal prior to the work session on Tuesday.
TheParks and Recreation Advisory Board indicated that they would be interested in
reviewing the parcel and offer in more detail, but they do not want to undertake that work
until a decision is made on Huber Park. As you know, if Huber Park moves forward,
there would not be any funding from the Park Reserve fund for any land acquisition
within the next few years. However, if Huber Park is tabled or significantly reduced, there
may be an opportunity to consider land acquisition along with the other planned projects.
The Environmental Advisory Committee noted that the parcel contains significant natural
resources that have been identified on the City's adopted Natural Resource Corridor
Map.
REQUESTED ACTION
This item is being presented to you in thework session in order to get some general
feedback on your interest in the offer. Mr. DuBois has indicated that he is willing to wait
until after a decision is made on Huber Park on July 5 ifthere is some interest from the
City Councilin the offer. Inhere is no interesUrom the City Council, Mr. DuBois
apparentlyhasa standing offer to sell his property to an adjacent land owner.

INTRODUCTION
The Advisory Board and Advisory Committee are asked to prOVIde feedback onanoffer
to purchase land for park use.
BACKGROUND AND DISCUSSION
A property owner in Shakopee contact~p me the week of April 24 to ask if the City would
be interested in purchasing their property for park orother use. The property contains
two parcels (both owners would like to. sell) and totals 28 acres..lt is located south and
east of County Roads 17 and 42.
This property is part of one of the areas that the Advisory Board considered when it
undertook its study of potential acquisition sites that ultimately led to acquisition of the
Shutrop Parcel. The property is comprised of about 10 acres of wetlands and abuts the
Deerwood Estates open space. There are two homes on the property which, as I
understand, are currently being rented. This rental could continue underCity ownership
if desired.
Adjoining property owners include the Shakopee MdelNakaton Sioux Community, Clete
Link, and Bernard Jeurissen.Attached are images showing the property and surrounding
property owners. At the time of writing this memo, I had a call in to Me Jeurissen, the
owner of the 118-acre.parcel to the west, to find out if there were any imminent plans for
selling or developing this parcel. I hope to have an update for you at the meeting.
At this point, the property owners have not determined their sale price. Recent sales of
land inside the urban service area (sewer and water) have sold for as high as
$197,000/acre for a parcel that included commercial. However, this property is relatively
far from sewer and water, which would more than likely result in a significant reduction in
the sale price of the property;
Funding the purchase would obviously be a significant issue. We don't have funding
identified inthe CIP for additional land acquisition. If City Council decides not to
construct Huber Park, funding could become available for other purposes such as land
acquisition, if desired.
If the City chooses not to pursue this offer, the owner has indicated that he would likely
entertain offers from neighboring property owners that might be interested. ,.
REQUESTED ACTION
The Advisory Board and Advisory Committee are asked to provide direction on whether
or not you would be interested in considering this parcel for park purposes. If you were
interested in considering the land acquisition ,we would bring the recommendation
forward to City Council. If not, we would communicate your desire to Council through a
weekly activity report item (if acceptable to City Council), at which time they could
request formal consideration if desired.
