Discussion of Transit Park and Ride Site Options-CR 18, CR 16 *-3. ~~ CITY OF SHAKOPEE MEMORANDUM CASELOG NO: Not Applicable TO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: R. 0 Michael Leek, Community Development Director SUBJECT: Discussion of CR 18 and CR 16/CR 21 Park and Ride Sites MEETING DATE: May 30, 2006 INTRODUCTIONIDISCUSSION: Council will be updated on current discussions regarding the acquisition, design and development of park and ride facilities at both CR .18 and CR 16/future CR 21. Scott County has successfully secured future federal funding for both of the park and ride sites. In addition, the County has identified the possibility of using about $500,000 in existing bond proceeds for construction of the CR 18 site if those funds can be spent by the end of2006. As a result the time available to secure the CR 18 site and begin work on it is very tight. At present, it appears that the current landowner is seeking to reconnect the CR 18 right-out access issue and park and ride acquisition issue. Because of that a special meeting has been scheduled for June 1 st between the Scott County Transit Review Board (TRB) to discuss whether and how negotiations can proceed on the acquisition of the CR 18 site. In addition to being updated on the CR 18 site, Council will be asked to provide comment and direction to staffregarding the following aspects of the CR 16/future CR 21 site; 0 The reservation of a portion of the site on CR 16 for private development of smaller scale (i.e. not Highway Business or "big box" style development); 0 The inclusion of a 3-acre housing site that would be developed by the Scott County HRA' , 0 Whether the Council would support the submittal. of an application for Livable Communities Demonstration Account (LCDA) funds for the CR 16/future CR 21 site.
