SUBJECT: Request of College City Homes to Allow Submittal of Building
Permit Requests for Four Model Homes Prior to Recording of
Final Plat

INTRODUCTIONIDISCUSSION:
The attached letter requesting that building permit submission be allowed prior to final
plat recording was submitted to the City's engineering staff. As Council is aware,
practice and policy in the City has been to issue only one model permit for a development
on the underlying property's legal description, and only when roadway improvements are
substantially complete. At the time of plat approval, the Council can grant the ability to
seek additional building permits, but that was not done in the case of the Glacier Estates
plat. The applicant's builders wish to get underway in order to have houses ready for the
Fall Parade of Homes, hence the present request. Even if the Council decides to grant the
request, because the plat has not been recorded, and thus the lots do not yet have legal
existence, the City would not have the ability to actually issue permits until the plat is
recorded.
ACTION REQUESTED:
Offer and pass a motion consistent with the Council's decision. In the event that the
Council chooses to grant College City's request, staff would suggest that it be on the
following conditions;
0 That roadway improvements and emergency access be completed to the
satisfaction of the City's engineering department, building official, and fire
inspector, and
0 That building permits cannot and will not be issued until after the plat is recorded,
as the permits cannot otherwise be logged into and tracked by the City's permit
system'g~

Re: Glacier Estates Model Permits
Dear Joe:
As we have progressed through plat and plan approvals I have requested early model permits for
the Glacier Estates project a number of times. I have assumed based on these discussions that
early model permits would be allowed upon completion of Class 5 gravel surface. I fully
recognize that occupancy permits will not be granted until all other improvements are complete.
The highlighted section on the attached figure will be complete to Class 5 by May 8th. Tom
Pitschnieder has also approved this approach as long as 2 ways to enter and exit existed. We
expect to be paving all streets in the development by the I st week in June.
We are approaching the time when we would like to submit permit requests. We will have four
builders in this development and are requesting four model permits in mid May. The attached
drawing shows the lots we are requesting model permits for:
l) Lot l, Block 3 - College City Homes
2) Lot l2, Block 4 - Manley Brothers Construction
3) Lot 14, Block 4 - Cuddigan Custom Builders
4) Lot IS; Block 4 - Severson Homes
Please discuss at your Wednesday staff meeting. We would request to submit permits for review
by May I st pending completion of Class 5 surfacing.
