Introduction
The Historic Preservation Advisory Commission and Scott County have requested the addition
of a total of three meetings for cablecast on Shakopee Government Access.
Background
The Historic Preservation Advisory Commission (HPAC) is a City commission that currently
meets the second Monday of each month in the City Hall Chamber Room. However, the HPAC
is not cablecast live, taped for replay, or web-steamed by City staff due to a decision by Council
when the group was formed. The HPAC has expressed an interest in gaining these services.
Scott County tapes all of their meetings and DVDs are delivered to me which I capture to our
system and replay on the City Government Access Channel. The two meetings Scott County is
looking to add are (1) Scott County Parks Advisory Commission and (2) Watershed
Management Organization Board.
This brought three immediate questions to my attention:
1. Can the Government Access Channel accommodate four to six hours of additional
programming per month?
2. How many staff hours would need to be added for the taping of the HPAC?
3. Does the Council support providing video services for the HPAC group at this time?
After review of our cablecast hours and average number of replays, I believe we would be able to
allocate cablecast time for these additional three meetings. On average the channel currently
replays most meetings twelve to sixteen times. With these additional meetings it would probably
drop to between nine and twelve replays.
Adding the taping, live cablecasting, live web-streaming, and video-on-demand of the HPAC
group would require an additional three to five hours of staff time per month. This cost can be
accommodated within the 2008 Telecommunications Fund budget.

Recommendation
Staff recommends that the City Council and the Telecommunications Advisory Commission
consider the addition of these meetings.
Request
The City Council and Telecommunications Advisory Commission are asked to discuss and
provide direction regarding the addition of these meetings.
