SI tAKOI'EE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Lori Hensen, Deputy City Clerk DATE: 09/16/2014 SUBJECT: Amendments to the 2014 Fee Schedule Action Sought Council is asked to approve the recent amendments to the 2014 City Fee Schedule Background Since the approval of the initial fee schedule in December of 2013, requests for new City licenses and fees have been received by the City. Staff was recently contacted by Badger Hill Brewery for consideration of a Taproom License and Small Brewer's License. Staff has worked with the Minnesota Department of Public Safety and the City Attorney's to update and create the necessary documents to bring these newly created fees and procedures into the fee process. With the new dog park opening soon, the Park and Recreation Advisory Board(PRAB) is recommending an annual $25 dog license fee. The license fee will include the use of the dog park. There will not be a separate dog park pass. There has also been a request to add an additional $25 per hour clean up charge to Park Facilities. This summer there have been several instances of people renting park facilities that are failing to clean up the facility, requiring city staff to follow-up. The annual fee schedule is approved by the Council each December, and based on the recommendation of the City Attorney, amendments are brought forward throughout the year, and approved by City Council. These changes are then integrated into the full fee schedule in the following year fee schedule approval process. The following fees will amend the 2014 fee schedule: Taproom License Fee $300 Application and Investigation Fee $312 On-Sale Brewer's Taproom License Small Brewer License Fee $300 application and Investigation Fee within MN Outside MN—City Expenses up to $10,000 with $1,100 Deposit Dog License Fee $25 annual fee - to include use of the dog park Park Facility $25 fee additional clean up charge per hour Recommendation Staff recommends approval of the amendments as presented. Budget Impact None Relationship to Vision Goal F: Housekeeping Requested Action If the Council concurs, it should, by motion, approve the amendments to the 2014 Fee Schedule as presented. Attachments:
