SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator DATE: 09/16/2014 SUBJECT: Non-Union Pay Plan Amendment-Res. # 7485 (E) Action Sought The Council is asked to offer Resolution No. 7485, a resolution amending Resolution No. 7393, a resolution adopting the 2014 Pay Plan for Certain Non-Union Employees of the City of Shakopee, and move its adoption. Background It has been one-year since the City hired its first full-time firefighters. At the time of hire, the position of full-time firefighter was placed in Grade 5 of the City's non-union pay plan and all four new hires were started at Step E of Grade 5, which is currently $24.17 per hour. These employees are scheduled to receive a step increase to Step D of Grade 5, or $25.32 per hour, on September 30. However, to better reflect the market wage for full-time firefighters, it is recommended that the position be reclassified to Grade 6 and that the employees instead be placed at Step F, or$25.86 per hour, on their anniversary date of September 30. When the full-time positions were created I was aware that the City's proposed wage scale would be on the low end of the market, however research completed later in the year showed just how low the wages were compared to other suburban cities with full-time firefighters. (See Attachment A) As the data in Attachment A indicates, moving the position of firefighter to pay grade 6 will provide for a top wage that matches the average of top wages paid by other suburban departments. Adjusting the wage scale at the time the issue was identified would have presented a challenge for the Fire Department's already adopted budget. But by making the adjustment now, when a wage increase is already scheduled, the impact is manageable and sets the City on the correct path. Budget Impact The total added cost to the City as a result of the reclassification will be $1,312 for the remainder of 2014. This can be accommodated within the Fire Department's adopted budget. Relationship to Vision Paying a fair market wage to City employees contributes to Goal E: Deliver effective and efficient public services by a staff of well-trained, caring and professional employees. Recommendation I recommend reclassification of the position through the adoption of Resolution No. 7485. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the pay plan adopted by Resolution No. 7393 is hereby amended to move the position of Firefighter from Grade 5 to Grade 6, effective September 30, 2014.
