Subject: Authorization for Design Services and Plans and Specifications for
Slide Replacement and Shade Structure Additions at the
Shakopee SandVenture Aquatic Park
INTRODUCTION
City Council is asked to authorize staff to enter into an agreement with US Aquatics for
design services to replace the water slide and add shade structures to the SandVenture
Aquatic Park. Council is further asked to review the design proposal for the water slide
replacement and shade structure enhancements and authorize plans and specifications.
DISCUSSION
The current slide at the SandVenture Aquatic Park has become a safety concern over
the last few years. In 2007 we did ongoing maintenance throughout the summer just to
keep the slide operational. In the 2007 season the slide was shut down for periods of
time due to many reports of scrapes, cuts and minor injury. Staff feels the current slide
is no longer safe for use at the park.
At the July 3, 2007 Council meeting, council directed staff to enter into a feasibility study
with US Aquatics to get a better grasp of the costs associated with the replacement of
the waterslide at the Shakopee Aquatic Park. The study was to include a cost estimate
to replace the waterslide and develop a few options for future slide enhancements to the
park. The feasibility study provided the city estimates to replace the slide with some
enhancements including a small tower, better walkway, and bridge to increase traffic
flow to the slide. They also provided a master plan for future expansion (Attachment 1).
Since the feasibility study was completed we have been informed that the State of
Minnesota is no longer authorizing major enhancements to Sand Bottom Pools. We are
able to replace current structures and features that need replacing, but cannot enhance
the park by adding additional features.
In doing the feasibility study for the slide US Aquatics already did much of the
preliminary work on potential slide designs. In obtaining professional services for this
project, staff was not required to get additional quotes for design services. Staff did
however contact another design firm for a design services quote. Because of the
timeline of this project they declined the opportunity to submit a quote for design
services.
On November 14' 2007 Council authorized $450,000 for the replacement of the
waterslide within the park. There is also a surplus of funds in the amount of $33,311.00
from the 2007 Aquatic Park Building project for the addition of Shade Structures at the
park and trail connections to the Lion's Park bathrooms on the east end of the building.
Staff is combining the design and construction for the addition of the shade structures
with the design services and construction for the slide to decrease the costs on both
services. The design and construction costs for the shade structures will come from the
Aquatic Park Building surplus. The trail connections will be looked at sometime in late
spring. They were delayed in 2007 because of a sink hole caused by a damaged
waterline underground.
With the new guidelines set by the State of Minnesota regarding enhancements to Sand
Bottom pools, we have one design option. The replacement slide will be similar to the
current structure, but a tower will be added at the start of the slide to increase height. In
addition a bridge will be incorporated across the bottom of the slide to allow access from
both sides of the pool. Currently there is only access to the slide from the west side. The
plumbing to the slide will also be replaced. Because of the added height and new flume,
the slide will be a faster more enjoyable slide for the public to use.
One needed change to the pool that is incorporated into the slide replacement costs is
the exit into the pool. To meet current code requirements, the end of the slide will end at
the edge of the pool rather than jetting out into the pool like that of the current slide. This
code is necessary to eliminate entrapment issues and is required by all slide
manufacturers. This change requires the depth at the edge of the pool to be changed
from 2.5 feet to 3.6 feet.

Timeline
If the total project stays within our timeline, construction bid opening would take place on
March 4th. The contract will be awarded with a completion date of June 13th for the slide
and shade structures. It is important to follow this timeline to minimize the amount of
time the pool will be open without a slide.

City Council is asked to review the design service estimates for the waterslide and to
enter into an agreement with US Aquatics for design services. If Council concurs with
the preliminary design, move to order plans and specifications. (We will return to council
with final plans, specifications, cost estimates and authorization to advertise for bids.)
