SUBJECT: APS/ Electronic-Ticketing System

INTRODUCTION:
City staff is seeking Council approval for the purchase of 14 APS/Electronic Ticketing
hardware for the Shakopee Police Department squad cars.
BACKGROUND:
In a county wide effort, the Scott County Sheriff's Department, Scott County Court
Services, and all police departments in Scott County have agreed to implement an
electronic ticketing program to assist court services and clerical staff in entering citations
into the New World computer system. This system allows for the seamless transition of
data into the criminal justice system throughout the county. The system will eliminate
.errors, reduce the duplication of data entry and increase efficiency of patrol officers.
The Scott County Sheriff's Department, with the assistance of members from police
departments in Scott County, agreed to move forward with the APS/ Electronic-Ticketing
hardware. The Scott County Sheriff's Department recently purchased and delivered (in
2007) the hardware for the entire county and has invoiced various departments for
payment. Full payment is due to Scott County by 2009. The total cost to Shakopee for
the hardware and operation equipment owed to Scott County is $28,533.30.
The funds are available due to vacancies in Police Officer and Community Service
Officer positions that were not filled for portions of 2007. Staff purposely delayed
bringing this before council to make sure sufficient progress was being made with the
system before spending any funds.

ALTERNATIVES:
1. Authorize payment for Electronic-Ticketing hardware.
2. Budget for payment of the Electronic-Ticketing hardware in the 2009 police budget.
3. Table and provide direction to staff.
RECOMMENDATION:
Staff recommends Alternative 1.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the payment of $28,533.30 for
the Electronic-Ticketing Hardware, to Scott County.
