SHAKOPEE TO: Mayor and City Council FROM: Mark McNeill, City Administrator DATE: 08/19/2014 SUBJECT: City Council Negotiating Appointments for Railroad Issues Action Sought Council should appoint two of its members to negotiate on its behalf, regarding railroad-related issues. Background The City Council has had numerous discussions over recent months concerning the establishment of a Railroad Quiet Zone (QZ) in Shakopee. Individual members of the City Council have met with representatives of the Union Pacific Railroad, and it is likely that additional meetings will be needed in the future. Both the City and Union Pacific will need to make decisions regarding financial investments and operating details in order to make a Quiet Zone a reality. Mayor Tabke has asked that the Council appoint two of its members to be authorized to negotiate details on behalf of the City Council. Any final commitment on the part of the City would need full City Council approval. It is also probable that staff will also need to participate in these negotiations. Those representatives will be identified as needed. Recommendation It is recommended that due to their previous involvement, Mayor Brad Tabke and Councilor Mike Luce be appointed as the City Council's representatives for negotiations relating to railroad issues. Budget Impact NA Relationship To Visioning This supports Goal D, "Maintain, improve and create strong partnerships with other public and private sector entities." Requested Action If the Council concurs, it should, by motion, authorize Mayor Brad Tabke and Councilor Mike Luce to serve as the City Council's designated representatives for negotiating railroad issues.
