SUBJECT: Approve Application to State Health Improvement Program (SHIP)Grant(A,D)
Action Sought
The Council is asked to authorize an application to be submitted for a State of Minnesota SHIP grant. The grant
will be used to help fund bicycle-related activities.
Background
The goal of SHIP is to help Minnesotans live longer,better,and healthier lives by reducing the burden of chronic
diseases through strategies of increased physical activity, improved access to nutritious foods and decreased tobacco
use. SHIP Grant funds which are available are to fund the implementation of policy, systems and environmental
changes that support sustainable changes in healthy behaviors. The monetary value of this grant to the City is
$15,000;any equipment to be acquired through this grant may not exceed$5,000 of the total.
The deadline for this application is September 3,2014.
The City's grant application will seek to create many deliverables,with the end goal of submitting an application to
the League of American Bicyclists to become a recognized"Bike Friendly Community"(BFC). The classification
of awards for this designation ranges from Platinum for communities which accommodate bicyclists exceedingly
well,down to Honorable Mention. It focuses on five"E's"that contribute to producing and enhancing a BFC. The
five E's include:
•Enforcement
•Evaluation/Planning
•Education
•Engineering
•Encouragement
Recognition through this organization for the Bicycle Friendly Community requires the submittal of an online
application by February 16th,2015.
The grant would fund activities within the City which would enhance Shakopee's application to the League,and
would help to sustain and improve our status as an active and healthy community. The types of activities include:
•Creating an Active Living Committee to focus on pedestrian/bicycle movements and healthy living for
residents
•Installation of bike racks at key destination centers
•Updating trail maps for print/Internet
•A Council-approved action plan for Complete Streets
•Creating educational opportunities for children/residents on bike laws and safety.
Recommendation
I recommend that the Council authorize submittal of a SHIP grant application to Scott County for the amount of
$15,000.
Budget Impact
There is no matching local cash requirement for this grant. However,the City will invest staff time, and provide
other improvements(signage,bike racks,etc.)that may be identified for the BFC designation. Those costs,
however,are separate from this grant.
Relationship to Vision
This supports Goal A, "Keep Shakopee a safe and healthy community where residents can pursue active and quality
lifestyles," and Goal D, "Maintain, improve and create strong partnerships with other public and private sector
entities."
Requested Action
If the Council concurs, it should,by motion,authorize staff to submit a grant application to the State Health
Improvement Program,in the amount of$15,000.
