SHAKOPEE TO: Mayor and City Council Mark McNeill,City Administrator FROM: Bruce Loney,Public Works Director DATE: 09/02/2014 SUBJECT: Receive the Feasibility Report and Call for a Public Hearing for the Hilldale Drive Improvements Project No. 2014-3,Res.No. 7478(D) Action Sought Adopt Resolution No. 7478, a resolution receiving a report and calling for a public hearing on the Hilldale Drive Improvements Project No.2014-3. Background On September 17,2013,the City Council ordered the preparation of a preliminary engineering report to analyze the reconstruction of Hilldale Drive in the City by Resolution No. 7356. This report has been completed which includes the installation of new sanitary sewer and watermain for this current rural residential area and is attached for Council review. The rural residential zoning will need to be changed in order to install municipal sewer and water lines. The purpose of the report is to evaluate the existing infrastructure(streets,utilities,drainage)and make recommendations for any improvements that are needed. The report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for October 21,2014. The approval of Resolution No. 7478 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the October 21,2014 public hearing on the report to the public and the City Council. City staff will have an information meeting with the property owners prior to the public hearing as well. Recommendation Offer Resolution No. 7478,A Resolution Receiving a Report and Calling a Hearing for the Hilldale Drive Improvements Project,Project No. 2014-3 and move its adoption. Budget Impact If the project is approved, it will be funded by the sanitary sewer fund, storm sewer fund,special assessments, Shakopee Public Utilities and Capital Improvement Fund. Relationship to Vision This supports Goal E: Deliver effective and efficient public services by a staff of well-trained, caring and professional employees. More detailed information is contained in the body of the report. On September 17, 2013, the City of Shakopee adopted Resolution No. 7356, which ordered the preparation of a preliminary engineering report to analyze the extension of municipal sewer and water service to Hilldale Drive. The proposed improvements consist of reconstructing the street and extending sanitary sewer and watermain to the area. The estimated costs for the proposed improvements are $261,000 for the street improvements, $13,700 for the storm sewer improvements, $307,500 for the watermain improvements, $65,100 for the sanitary sewer improvements and $10,000 for the trail improvements. The total estimated project cost is $657,300. INTRODUCTION On September 17, 2013, the City Council adopted Resolution No. 7356, which ordered the preparation of a preliminary engineering report to analyze the extension of municipal sewer and water service to Hilldale Drive. This project is included in the City's proposed 2014 Capital Improvement Program. 2. SCOPE This report will determine the feasibility and cost effectiveness of extending municipal sewer and water service to Hilldale Drive. The report will provide a description of the proposed improvements, an itemized cost estimate, a cost apportionment and a preliminary assessment roll. 3. BACKGROUND On June 27, 2007 the City received a petition signed by nine of the ten property owners on Hilldale Drive requesting the extension of municipal sewer and water service. At that time municipal sewer and water service was not available to be extended. In 2013, the City received a petition signed by all ten of the property owners requesting municipal sewer and water service be extended to Hilldale Drive. On May 7, 2013, City Council approved the final plat of Dakota Crossings. The approved improvements constructed by the developer include extending a street, sanitary sewer and watermain to Hilldale Drive. 4. EXISTING CONDITIONS The existing conditions along with the improvements constructed as part of the Dakota Crossings Plat are identified in Drawing No. 2 in the Appendix. Hilldale Drive is a 28-foot wide rural roadway without concrete curb and gutter that was constructed in 1974. 5. PROPOSED IMPROVEMENTS The proposed improvements are identified in Drawing No. 3 in the Appendix. The proposed improvements are as follows: 5.1 Street Hilldale Drive is proposed to be reconstructed to a 7-ton design at the same width of 28-feet without concrete curb and gutter. Access to CSAH Preliminary Engineering Report Hilldale Drive Improvements City of Shakopee, MN City Project No: 2014-3 16 will be eliminated and a cul-de-sac will be constructed. The new cul- de-sac is proposed to be 72' diameter to minimize impacts to property. Additional right-of-way will be needed to construct the new cul-de-sac. The total estimated costs for the street improvements is$261,000. 5.2 Storm Sewer The storm sewer improvements consist of driveway culverts and one storm-sewer crossing under Hilldale Drive. Existing drainage patterns will not be altered as part of the proposed improvements. The total estimated project cost for the proposed storm sewer improvements is $13,700. 5.3 Sanitary Sewer The proposed sanitary sewer improvements include extending an 8-inch PVC sanitary sewer main and stubbing 4-inch PVC services to each lot of record. The two properties located in the Hilldale Drive cul-de-sac may need to install grinder pumps to connect to the new sewer. The total estimated project cost for the proposed sanitary sewer improvements is $65,100. 5.4 Watermain The proposed watermain improvements include extending an 18-inch DIP watermain south under Hilldale Drive from Spring Lake Lane to CSAH 16 and then east on the north side of CSAH 16 to Kensington Estates. Also included is extending an 8-inch DIP watermain under Hilldale Drive north of Spring Lake Lane and east from Hilldale Drive to Glacier Estates. Shakopee Public Utilities will have to acquire an easement to construct the watermain loop to Glacier Estates. The total estimated project costs for the proposed watermain improvements without the loop to Glacier Estates is $200,500. The total estimated project costs to construct the loop to Glacier Estates is $107,000. 5.5 Trail Preliminary Engineering Report Hilldale Drive Improvements City of Shakopee, MN City Project No: 2014-3 A trail will be constructed on the north side of CSAH 16 from Hilldale Drive to the existing trail to the east. The total estimated cost to construct the trail is $10,000. 6. SPECIAL ASSESSMENTS 6.1 Street 30% of the project costs for the street improvements are proposed to be assessed on a per lot basis. The remaining 70%of the street improvements are proposed to be funded by the sanitary sewer fund. 6.2 Storm Sewer 100% of the project costs for the storm sewer improvements are proposed to be assessed on a per lot basis. 6.3 Sanitary Sewer 100% of the project costs for the sanitary sewer improvements are proposed to be assessed on a per lot basis. 6.4 Watermain Shakopee Public Utilities will pay oversizing costs associated with oversizing the watermain from an 8-inch to an 18-inch. SPU will also pay a majority of the costs to loop the watermain to Glacier Estates. The assessable costs for the watermain loop to Glacier Estates will be capped at $12,000. All other project costs for the watermain improvements are proposed to be assessed on a per lot basis. 6.5 Trail 100% of the project costs for the trail improvements are proposed to be funded by the Capital Improvement Fund. The estimated assessment rate for the proposed improvements is $28,780.00 per lot. Actual assessments will be based on the final project costs and apportionments. Prior to extending sanitary sewer to the area MUSA will need to be extended and the area will need to be rezoned. Rezoning may allow for Preliminary Engineering Report Hilldale Drive Improvements City of Shakopee, MN City Project No: 2014-3 future lot splits. If a property owner request an additional sewer service to be extended to the property at this time to accommodate a future lot split it is proposed to assess the property an additional unit. 7. ESTIMATED COSTS An itemized cost estimate is included in the Appendix. The following costs were prepared using 2013 construction costs and are subject to change, depending on the final design of the project, bids received, and actual work performed. A summary of the estimated construction costs plus a contingency, engineering and administration costs for the project are as follows: Street Improvements $ 261,000 Storm Sewer Improvements $ 13,700 Sanitary Sewer Improvements $ 65,100 Watermain Improvements w/out the loop $ 200,500 Watermain Loop to Glacier Estates $ 107,000 Trail Improvements $ 10,000 TOTAL PROJECT COST $ 657,300 8. FUNDING SOURCES A summary of the estimated funding apportionment for the recommended improvements is as follows: CIF $ 10,000 Assessments $ 287,800 Sanitary Sewer Fund $ 182,700 Shakopee Public Utilities $ 176,800 TOTAL PROJECT COST $ 657,300 9. CONCLUSION From an engineering stand point the improvements are feasible, cost effective and necessary to extend sewer and water service to the area. N N N N- N N- N N N N N N N N N N RESOLUTION NO. 7478 A Resolution Receiving A Report And Calling A Hearing For The Hilldale Drive Improvements Project Project No. 2014-3 WHEREAS, pursuant to Resolution No. 7356 of the City Council adopted September 17, 2013, a report has been prepared by the City Engineer, with reference to the Hilldale Drive Improvements Project, Project No. 2014-3, and this report was received by the Council on September 2,2014. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. The Council will consider the Hilldale Drive Improvements Project and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement for Hilldale Drive of$657,300.00. 2. A public hearing shall be held on such proposed improvements on the 21st day of October, 2014, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. The work of this project is hereby designated as part of the 2014-3 Public Improvement Project. Adopted in session of the City Council of the City of Shakopee, Minnesota,held this day of ,2014.
