SUBJECT: Authorization to Contract with WSB &Associates,Inc. for the Final Design, Specifications and
Construction Services for the Development of Quarry Lake Park(A,B)
Action Sought
If the City Council concurs,authorize the appropriate staff to enter into an agreement with WSB&Associates,
Inc. in the amount not to exceed$212,700.00 to prepare and provide the final design,specifications,bidding
documents,bidding procedures and construction administration services for the development of Quarry Lake Park.
Background
On November 7,2012 the City Council approved a concept plan for Quarry Lake Park. The concept plan laid out
the park with park shelters,trails, a playground and parking lot.The concept plan was utilized by staff to
strategically place needed fill throughout the park as the fill became available. In 2013 the City obtained pubic
access to the park allowing for the development of the park to begin.The concept plan has also been utilized in
three grant applications. In February and March of 2014 the City Council authorized staff, in collaboration with the
Shakopee-Prior Lake Waterski Association,to submit three grants to the Minnesota Department of Natural
Resources. The City was awarded one of the grants for$150,000 however the development of the park must
include a motorized ATV/OHM training facility. The deadline for accepting the grant is December of 2014. In
preparing the final design of the park the City will determine if the training facility fits within the long term plan for
the park.
The approved concept plan also included the use of Xcel Energy's property to the south of Quarry Lake and to the
West of the Xcel Energy power plant for soft surface trails. Staff has met with Xcel Energy and has obtained a
written letter of support for this use.Xcel Energy is asking the City to consider allowing them emergency access
through the park if needed for their power plant.
Discussion
To date the concept plan for Quarry Lake Park has been developed by staff for soil preparations and grant
applications. With the securing of public access to the park it is time that the City begin the final design process.
Request for proposals were distributed to a number of reputable design firms. The City held a preproposal meeting
on August 4 and obtained four proposals on August 6th. Staff requested additional clarification on City vs Firm
tasks as well as concept ideas for the park. All four companies submitted additional information however two of
the four companies did not submit concept ideas.
After extensive review of the proposals was completed by a review team, staff is recommending WSB &
Associates,Inc in the amount of$212,700.00. The proposal from WSB was very thorough and appeared to address
all costs associated with the planning, design,construction documents,bidding and construction administration of
the project. The fee also included the development of as builts once the project is complete as well as geotechnical
work that will be required.The proposal appeared to have no hidden costs. In addition WSB is very familiar with
the Quarry Lake site as they were the firm that designed the access road and entrance into the park. WSB is also
our current park designer for Southbridge Community Park and to date has provided exemplary services.
Budget Impact
The 2014&2015 Park Reserve CIP has allocated$1,840,000 for the design and development of Quarry park.
Time line
The proposed time line that was distributed to all of the design firms is as follows:
Sept 2-Selection of designer and City Council authorization to enter into contract for design services
Sept 3-19-Meet with the City, Shakopee/Prior Lake Waterski Association and Utility Providers to better
understand use needs of the park and lake,and potential limitations or regulations affecting design.
Sept 19-Oct 10-Develop final plan concepts(3)and cost estimates
Oct 10-Oct 31 -Meet with residents and business community to present final plan concepts and incorporate
comments into final design concepts
Nov 10-Present final plan concepts to the Parks and Recreation Advisory Board
Nov 10-Feb 10-Complete final construction document plans and updated estimate of probable construction, allow
time for each staff review. 50%plan and outline specification due by Dec 1. 90%plans and specifications due by
Jan 12.
Feb 17-Present final plans to City Council for approval and authorization to bid project

Requested Action
The City Council, if concurs, authorize the appropriate staff to enter into an agreement with WSB&Associates,

the bidding procedures and construction administration for the development of Quarry Lake Park in the amount not
to exceed$212,700.00.
