SUBJECT: Approval of Change Orders for Southbridge Community Park PR2014-1 (A)
Action Sought
The City Council is asked to approve two change orders to the Southbridge Community Park Construction
PR2014-1. The change orders will address minor changes needed to accommodate water flow and park operations
as well as realign the northern bituminous trail.
Introduction
Due to extremely wet conditions found in the area of the planned bituminous trail an alternate trail alignment is
recommended.
Background
On February 18,2014 the City Council approved the plans and specifications for Southbridge Community Park.
The plans for the park included a bituminous trail around the parameter of the property. The trail was designed
based on site conditions and soil borings. On April 29,2014 the City Council awarded the contract of the park
construction to K.A. Witt Construction,Inc. During the months of May and June and in particularly on June 19th
the City received an enormous amount of rain.Following these rain events sections of the park became saturated
and continue to hold water. Staff has been working with our consultant WBS diligently to correct the situations. A
revision to the sanitary connection and a culvert between the two dog areas is required.Also,after extensive
discussions on the northern trail alignment that continues to hold water it became apparent that the City's only
option to address the wet area and keep the trail in the alignment planned is to install a boardwalk or bridge. The
estimated cost of these options could be as much as$250,000.
Discussion
After further review and assessment of the park the City does have an alternate trail option that would still form a
loop around the park as planned. The alternate trail option would follow along the outside of the dog park fence and
connect in the middle of the park near a small open air shelter. Rerouting the trail would eliminate the northern
section of trail that currently goes through the wet area. The contractor,K.A.Witt Construction,Inc. has submitted
a proposal of$29,058.05 to reroute this trail.
Budget Discussion
The original contract amount for the construction of Southbridge Community Park is $805,671.00. To date the
project has had one change order of a deduct$41,000. This amount is attributed to the deletion of the boardwalk
that was anticipated in the southern part of the park(the trail was able to be moved slightly south to avoid the low
area)and the deletion of imported granular fill for soil corrections(enough fill was available on site).
Another change order of approximately$21,805 is anticipated for a revision to the sanitary connection due to high
ground water, additional electrical equipment needed, increased seeding and the installation of a culvert between
the small dog area and large breed area to assist with water flow.
The addition of the$21,805 and$29,058.05 change orders would adjust the contract amount to$815,534.05
resulting in an increase to the contract amount of$9,863.05. The total project budget is $1,065,037.05 which
includes a 5%contingency in the amount of$50,716.05. At this time the change orders fall within the allocated
budget for the project.

The City Council,if concur,move to approve the$21,805.00 change order for general project changes and the
$29,058.05 project change order to realign the northern bituminous trail in favor of K.A. Witt Construction,Inc.
