SHAKOI'EE TO: Mayor and City Council Mark McNeill,City Administrator FROM: Jamie Polley,Parks,Recreation&Natural Resources Director DATE: 09/02/2014 SUBJECT: Authorization to Proceed with the Construction of the Open Air Shelter at Huber Park(A) Action Sought The City Council is asked to approve quotes and award a contract for the construction of the open air shelter at Huber Park. Background The construction of an open air park shelter at Huber Park was included on the 2014 Park Reserve CIP. The original preliminary estimate for the shelter was$90,000.On July 15,2014 the City Council authorized staff to utilize the $150,000 intergovernmental grant from the Shakopee Mdewakanton Sioux Community for the construction of the shelter. The shelter will be 38'X 50'with a 12'concrete apron on the south and west sides. The shelter will contain steel columns that will match the steel columns of the amphitheater. The shelter will also contain a half wall on the east side as a backdrop to the shelter,which will increase the separation from the playground. Discussion The addition of an open air shelter in Huber Park will benefit the entire community. The shelter will provide park users with a covered area to meet for events such as wedding receptions,birthday parties,family reunions, etc. The shelter will also provide the City with an additional revenue source as a rental facility. The construction of this shelter will be similar to the construction of the last three park shelters that were constructed in the City. The City will be the general contractor of the project and will coordinate the construction process. In previous shelter projects the City obtained separate quotes for concrete/masonry work,utilities,and carpentry. For the Huber Park shelter the City obtained two quotes for the concrete/masonry/carpentry work for the construction of the shelter. The following quotes were obtained: A. R.W. O'Brien Contracting,LLC $99,410.00 B. Greystone Construction Company $162,000.00 Staff has verified with the City Attorney that the project can proceed with two or more quotes versus a formal bid because the original construction estimate was under$100,000,and a quote was received which was less than $100,000. Budget Impact The construction of the Huber Park shelter will be funded by the$150,000 intergovernmental grant received from the SMSC in 2012. In addition to the contract amount, electrical installation and City staff time for excavation, painting and administration of the project will be charged to the project fund. The grant of$150,000 is anticipated to be adequate to fund the project. Relationship to Vision A.Keep Shakopee a safe and healthy community where residents can pursue active and quality lifestyles. Requested Action If the City Council concurs,award a contract to R.W. O'Brien Contracting,LLC for the construction of the Huber Park open air shelter.
