City of Shakopee MEMORANDUM TO: Mayor and City Council Mark McNeill, City Administrator P~ FROM: Kris Wilson, Assistant City Administrato`r' SUBJECT: 2007 Pay Equity Compliance Report 3~' DATE: January 24, 2008 Introduction The City Council is asked to adopt the attached resolution, approving the City's 2007 Pay Equity Compliance Report and directing staff to submit the report to the State of Minnesota. Background In 1984, the State of Minnesota adopted the Local Government Pay Equity Act (M.S. 471.991 to 471.999) requiring local governments to establish equitable compensation relationships for male and female classes of employees in order to eliminate sex-based wage disparities in public employment. Local governments across Minnesota are required to file a complex compliance report with the state's Department of Employee Relations once every three years. The City of Shakopee is required to report data for calendar year 2007 and must submit its report to the state no later than January 31, 2008. The data in the report reflects wage levels as of December 31, 2007 and all employees who worked an average of 14 hours per week and at least 67 calendar days (100 days for full-time students) in 2007. The report is completed by entering data on the number of male and female employees in each job class (i.e. Police Officer, Secretary, Lifeguard, etc.), the minimum and maximum monthly salary for each job class, and the total number of points assigned to the position by our job evaluation system. This data is entered into a software program provided by the state. The software then generates a variety of statistical reports and the results of several key statistical tests used to calculate whether or not we are in compliance with the law. Based on the reports we have generated through the software and my understanding of the compliance tests, I expect the City will be found in compliance. State law requires that our compliance report be approved by the governing body prior to submission. It also requires us to post a notice informing employees of the report's existence and ways of obtaining a copy, and to provide a copy to the representatives of each bargaining unit and to the public library. Requested Action The Council is asked to offer Resolution No. 6725, a resolution approving the City of Shakopee's 2007 Pay Equity Compliance Report, and move its adoption. RESOLUTION No. 6725 A RESOLUTION APPROVING THE CITY OF SHAKOPEE'S 2007 PAY EQUITY COMPLIANCE REPORT BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the attached 2007 Pay Equity Compliance Report is hereby approved. BE IT FURTHER RESOLVED, that the City Administrator is directed to submit the attached report to the State of Minnesota no later than January 31, 2008, in compliance with the City's obligations under the Local Government Pay Equity Act (M.S. 471.991 to 471.999).
