SUBJECT: Replacement of Concrete Curbing at the Community Center and Ice Arena(A)
Action Sought
The City Council should authorize the replacement of the concrete curbing and adjacent panels at
the front entrance of the Community Center and at the back entrance of the Ice Arena, in an
amount not to exceed $21,500.00.
Background
The current curbing along the front entrance to the Community Center is very broken and in need
of repair. In addition, the concrete area around the back entrance to the Ice Arena and in front of
the Ice Arena garage door has settled causing the water from the roof to flow back into the
building. The concrete panels are cracked and broken from the settling of the area. Both areas also
contain safety concerns.
Discussion
To address the safety and water issues, staff is recommending the replacement of the concrete
areas in front of the Community Center and at the back entrance to the Ice Arena. Staff is
recommending a drop curb with an ADA like ramp across the front of the Community Center
entrance eliminating the need for the two truncated pedestrian ramps. The current pedestrian
ramps are located to the far ends of the entrance; patrons typically enter the Community Center
straight on from the parking lot. The existing barrier curb therefore creates an obstacle for some
patrons.
Budget Impact
Repairs for items at the Community Center and Ice Arena are funded through the Park Asset
Fund, and is funded by the annual building rent for the Community Center and Ice Arena. The
Park Asset Fund also currently includes plans for repairs to the parking lots to take place in 2017;
however, the condition of the curbing and water issues are a concern that should be addressed as
soon as possible.
Three quotes were obtained for the removal and installation of new concrete panels and drop
curbing. The quotes received included:
•Dorn Construction, Inc. $20,359.50
•Stapf Concrete Construction, Inc. $25,907.68
•Minnesota State Curb-Gutter Division, AVR, Inc. $33,051.75
Staff is recommending the acceptance of the proposal from Dorn Construction, Inc. in the amount
of$20.359.50. The funding for this project will come from the Park Asset Fund. Staff is also
recommending adding a 5% contingency to the amount. The amount from the Park Asset Fund is
therefore requested at $21,500.00.

Requested Action
If Council concurs, it should move to authorize the appropriate staff to contract with Dorn
Construction, Inc for the replacement of the concrete curbing and adjacent panels at the front
entrance of the Community Center and at the back entrance of the Ice Arena, in an amount not to
exceed $21,500.00.
