SHHAKOJ'F E TO: Mayor and City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director DATE: 08/19/2014 SUBJECT: Overhead Power Relocation on County Road 16 by Dakota Highlands (D) Action Sought Approve a motion determining that the overhead power line to be relocated be placed underground from Foothill Trail to the east plat line of Dakota Highlands and the remaining line to be overhead with SPUC acknowledgment of future undergrounding upon CR 16 improvements. Background Ryland Homes is developing two signal family residential plats in East Shakopee along CR 16. In order to construct required turn lanes for Scott County, the overhead power lines need to be relocated. The roadway improvements are such that the overhead power lines are affected by 1070 feet west of Dakota Highlands plat and 770 feet east for a total distance of 3,180 feet. The City can require the power lines to be relocated underground or can allow them to be overhead. Attached is a memo from Joe Adams of Shakopee Public Utilities (SPU) on the costs of relocating power lines and their concern of undergrounding in access where CR 16 is not constructed to its permanent state. In review of SPU's memo, staff would agree to not underground lines in areas where there could be future county improvements. Staff would like SPU to acknowledge that undergrounding of overhead lines when improvements are made would be required. Staff would further recommend undergrounding of power lines from Foothill Trail to the east plat line of Dakota Highlands. The reason for undergrounding adjacent to Lot 1, Block 4, Horizon Heights 2nd Addition is that a bituminous trail will be built by the developer and to minimize tree loss to this property. Also, Ryland Homes had indicated a willingness to pay for the undergrounding in this area. The rest of the undergrounding cost would be paid out of the Relocation Underground Charge Fund. Recommendation Staff recommends undergrounding the existing overhead power lines from Foothill Trail to the east plat line of Dakota Highlands. The remaining relocation overhead power lines can remain overhead with acknowledgment that this line would go underground upon future County Road 16 improvements. Budget Impact None to city funds. Relationship to Vision This supports Goal D: Maintain, improve and create strong partnerships with other public and private sector entities. Adams,Planning& gineerin g Director • )� SUBJECT: CR 16 Overhead Line Relocation DATE: July 17,2014 ISSUE Ryland Homes is developing two single family home plats in east Shakopee,Dakota Crossings and Dakota Highlands. Scott County is requiring Ryland to construct CR 16 improvements for access that include turn and approach lanes and wider shoulders. These roadway improvements extend all along the plats a distance of 1,340 feet plus 770 feet further east and 1,070 feet further west to taper into the existing county road. A trail will be installed along the south side of the CR 16 and the plats within the new right of way at a location and elevation that should not change in the future if the pavement area is expanded. In addition, storm water drainage improvements include an oversized regional pond and two large diameter storm sewer outlet pipes to connect the pond to the Prior Lake Drainage channel on the south side of CR 16 to the west of the plats. These improvements to CR 16 require the relocation of utility lines; including the SPU overhead three- phase distribution line running along the south side of CR 16 for a total distance of approximately 3,180 feet. BACKGROUND The existing overhead power line along CR 16 between CR 18 and CR 83 was originally acquired in 1991 from MVEC with the service territory acquisition. The line consists of a REC standard three 4/0 ACSR overhead phase wire design and a single 1/0 ACSR neutral wire on wood poles and cross arms. At the present,the existing overhead three-phase main line feeder provides bulk distribution to the area along CR 16 between CR 18 and CR 83. The line also provides a critical function as a back up path during contingencies to areas in east Shakopee along CR 18 and to our service territory in Prior Lake. Within the project area,there are several existing overhead service taps and also three underground primary risers. AI 21 i8t'. Per the terms of the City of Shakopee's Right of Way Management Ordinance,the Council may order the entire line segment to be relocated underground or allow it to be relocated overhead pending notification of the cost difference between relocating the line underground or overhead. Alternatively, the Council could order a portion of the line segment underground while allowing some of it to remain overhead. To accommodate the required improvements,the amount of right of way from centerline varies from 75 feet along the plats to 50 feet on the properties to the east and 33 feet on properties to the west. This creates several jogs in the right of way and leaves open the possibility for the east and west ends to have future improvements when additional right of way is obtained, DISCUSSION Staff has reviewed the construction plans for the right of way improvements and has determined that the estimated cost of placing the three-phase main line feeder underground throughout the project area to be$173,300,including removals. is In comparison, the estimated cost to relocate the existing facilities and keep them overhead throughout the project area is$56,600,including removals. Normally,the funding source for the relocation of the facilities would be from electric revenues via standard rates for the first$56,600 and via the Relocation Underground Charge fund for any excess ($116,700 est.)due to placing the facilities underground if so ordered by the Council. This is in accordance with the Commission's relocation policy adopted in Resolution#742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. An alternative plan is to relocate the portions of the overhead line located east and west of the plats • overhead,while placing underground only the portion of the existing line in the middle where we can be more certain that the underground cables would not be affected by a future road project to improve CR 16 to a four lane urban section,i.e. along the plats. The estimated cost to install a combination of overhead and underground is$32,500 for the overhead section and$62,400 for the underground section for a total cost of$94,900. In the alternative plan,normally the funding source for the overhead portion's relocation cost of $32,500 would be from electric revenues via standard rates as it would be for the first$24,100 of the $62,400 cost to relocate the underground portion with the excess of$38,300 coming from the Relocation Underground Charge fund for placing the facilities underground if so ordered by the • Council. This is in accordance with the Commission's relocation policy adopted in Resolution#742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. However,should the Council order the entire line segment be placed underground staff suggests rather than having the entire cost difference be funded by the Relocation Underground Charge the Commission consider requiring Ryland to fund the difference for the portions east and west of their plats since the underground facilities in those areas would be at risk to have to be replaced when CR 16 is further improved. This would result in the estimated cost to underground the entire line segment of $173,300 being funded with$56,600 from electric revenues via standard rates, $38,300 from the Relocation Underground Charge fund and the balance of$78,400 from Ryland. RECOMMENDATION Staff recommends the Commission accept the estimated costs and direct staff to forward them to the Council to aid the Council in making their determination under the City's Right of Way Management Ordinance whether or not to order none of the facilities,all of the facilities or a portion of the facilities to be relocated underground.
