2014-7 (E)
Action Sought
1. Adopt Resolution No. 7470, a resolution accepting bids on the 2014 Trail Improvement
Projects for the construction of bituminous trails along CH 101 from Memorial Park to Sarazin
Street, Project No. 2013-3; and an extension of the Quarry Lake Trail to Gateway Avenue, Project
No. 2014-7.
2. Authorize the appropriate city officials to execute an extension agreement with WSB &
Associates, Inc. for construction engineering services.
3. Authorize the city engineer a 5% contingency for quantity adjustments and change orders.
Background
On July 1, 2014, the Council approved Resolution No. 7462 approving plans and specifications
and ordering advertisement for bids for the 2014 Bituminous Trail Improvement Projects. At that
same meeting City Council authorized a Cooperative Agreement for construction of the trail
along CH 101 from Memorial Park to Sarazin Street in which the County will contribute
$40,000.00 towards the project. On the Quarry Lake Trail extension, the SMSC will be
contributing $100,000.00 as part of their trail grant to nearby cities for 2014. The SMSC grant
must be used in 2014.
On July 29, 2014, a bid opening was held for the 2014 Bituminous Trail Improvement Projects, in
which there were 3 bids opened for this project. The bid summary is attached. The low bid
received from Rosti Construction is approximately $50,000 higher than the engineer's
estimate. Due to the extreme wet weather and more demand for construction work, the bids have
been coming in higher than estimated.
The project was bid with two alternatives for the retaining wall and two alternatives for the
fencing. The alternative options that staff would recommend would be Alternative No. 2 - Ledger
Stone Retaining Wall and Alternaitve No. 4 - Ornamental Fence (4 rail). From the bid opening,
Rosti Construction is the low bidder for all alternatives. The base bid plus Alternatives No. 2 and
4 would bring the contract amount to $560,728.40. Funding for this project would come from the
following:
Scott County $ 40,000.00
SMSC $100,000.00
Storm Drainage $226,759.70
Natural Resources $ 10,000.00
Park Reserve $ 10,000.00
Capital Improvement Fund $173,968.70
If Council awards the contract, staff is also requesting a contingency amount equal to 5% of the
contract to cover minor change orders and quantity adjustments that may occur on the project.
Recommendation
Adopt Resolution No. 7470 awarding a contract in the amount of$560,728.40 for the 2014
Bituminous Trail Improvements base bid and with Alternative No. 2 and Alternative No. 4 to
Rosti Construction. The ledger stone wall is a more natural looking wall for this unquie area and
the ornamental fence will allow users of the trail to see and observe the natural features of the
springs.
Budget Impact
This project will be funded by SMSC grant, Park Reserve,Natural Resources fund, Storm
Drainage, Scott County and Capital Improvement Funds.
Relationship to Vision
This supports Goal E: Deliver effective and efficient public services by a staff of well-trained,
caring and professional employees.
Requested Action

WHEREAS, pursuant to an advertisement for bids for the 2014 Bituminous Trail

tabulated according to law, and the following bids were received complying with the advertisement:

WHEREAS, it appears that Rosti Construction of Jordan, Minnesota is the lowest
responsible bidder for the 2014 Bituminous Trail Improvement Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE,MINNESOTA:
1. The appropriate City officials are hereby authorized and directed to enter into a
contract on the base bid and alternates 2 and 4 and in the amount of $560,728.40 with Rosti
Construction of Minnesota in the name of the City of Shakopee for the 2014 Bituminous Trail
Improvement Project according to the plans and specifications therefore approved by the City
Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders
the deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.

Dear Mr. Loney:
We propose to provide our services for this project, as described below, on an hourly cost-reimbursable
basis in accordance with our current fee schedule. The work is anticipated to involve the below listed
items. This fee was based on the project plan items, project locations and estimated construction cost of
$652,200.
Scope and Project Understanding:
Project Management:
• Management and administration of the WSB project team from the preconstruction meeting,
through construction and to the record drawing stage
• Coordination and communication with City, County and Contractor and if necessary, State
Historic Preservation Office(SHPO)
• Shop drawing review of retaining walls and culverts
• Preconstruction meeting and meeting minutes
• Proposed fee: $3,500
Construction Staking:
• Office survey coordination
• 2-Person Crew-Construction staking for the items shown in the construction plans
o Trail
o Retaining walls
o Fences
o Culverts
• Proposed Fee: $6,550
As-builts/Record Drawings:
• Survey field-constructed improvements
• Revise the construction plans to reflect the field-constructed conditions
• Provide record drawing documents in PDF format for use by the City
• Provide CAD file of record drawings in a digital format.
• Proposed Fee: $800
Total Base Construction Services Fee:
• $10,850
