SUBJECT: Request from Daniel Wichmann to Bow Hunt on City Land(A)
Action Sought
Council is asked to consider Mr. Daniel Wichmann's request to bow hunt on city land, which is
currently prohibited by City Code.
Background
Last fall, Mr. Wichmann spoke with city staff inquiring if he could bow hunt for deer on city park
land. City staff informed him that under Chapter 14 of the City Code, he could not hunt in this
location. Mr. Wichmann asked if he could appeal to the City Council for a variance, which is why
he is here today.
Mr. Wichmann has asked to hunt on city park land behind his home on Eagle Creek Blvd. The
property is referred to as Horizon Heights. City Code prohibits hunting on park land. Furthermore,
where hunting is allowed, the City Code requires a minimum of 40 continuous acres of land to
hunt and requires hunters to be at least 500 feet from any building or public road. The property in
question would not meet any of those requirements, as well.
Staffs position remains the same and recommends denying Mr. Wichmannn's request. This has
been communicated to Mr. Wichmann. The police department gets several requests to hunt on
land not permitted by City Code each year. Additionally, the police department receives
complaints about hunting on land where City Code currently allows for it. We do believe that if
one person is given a variance, there will be several other requests that will follow.
Recommendation
Staff recommends keeping City Code as is and not issuing a variance.

There is no budget impact.

Council is asked to hear from Mr. Daniel Wichmann and either approve or deny his request to
bow hunt on city park land.

Dear City Council,
My name is Daniel Wichmann. I live at 8362 Eagle Creek Blvd.here in Shakopee.Which is
located in the Southeast corner of the city limits bordering Prior Lake and Savage.
I am writing this letter to request permission to bow hunt deer behind my property.
I have spoken with Police Chief Tate on this matter and per his recamendation I should bring
it before the city.
