Action Sought
Approve a motion determining the existing overhead power lines on CR 79 that are to be
relocated on the mini roundabout project, shall be placed underground.
Background
Shakopee Public Utilities Commission (SPUC)has reviewed the relocation costs of overhead
power lines along CR 79 for determination by City Council to go underground or remain
overhead.
Scott County has awarded a contract for the reconstruction of CR 79 &Vierling Drive for a mini
roundabout. The reconstruction of the County road will require the relocation of overhead power
line facilities owned by SPUC.
Per City Ordinance, the City Council can decide if the power lines can be relocated overhead or
to be placed underground. Attached is a memo from Joe Adams on the power lines in the project
area as well as maps showing the power lines.
SPU has adopted an Underground Relocation Fund to pay the additional cost of undergrounding
overhead facilities. Mr. Adam's memo does show the extra cost to underground per the segment
on CR 79.
Recommendation
Staff recommends approving a motion determining that the existing overhead power lines on CR
79 that are to be relocated on the Mini Roundabout project shall be placed underground. The
power relocation would be on the east side of County Road 79 and undergrounding the line would
improve the sight lines of the intersection.
Budget Impact
No budget impact to City funds. However, it impacts the SPU's Underground Relocation fund.
Relationship to Vision
This supports Goal D: Maintain, improve and create strong partnerships with other public and
private sector entities.

SUBJECT: CR 79/Spencer Street Overhead Facilities Relocation

ISSUE
The City of Shakopee and Scott County are re-constructing the intersection of CR 79/Spencer Street
and Vierling Drive into a mini-roundabout. The planned improvements to this section of the roadway
will require the relocation of approximately 700 feet of the overhead three phase electric utility feeder
line designated SS-33 and various service taps.
BACKGROUND
SS-33 runs along the east side of CR 79 in the project area, and consists of standard overhead three
phase construction with 336 all aluminum phase wire and a 1/0 neutral.
DISCUSSION
Staff has reviewed the construction plans for the right of way improvements and has determined:
This section of SS-33 must be relocated due to the planned road improvements. The estimated cost to
construct replacement overhead facilities and to remove the existing lines and power poles that have to
be relocated is$25,000 including removal. The cost for construction of new overhead facilities plus
removal and retirement of the existing overhead facilities that have to relocated would be absorbed as
an operating expense.
The estimated cost to relocate this section of SS-33 underground would be approximately$44,500,
including removal. The removal cost would be absorbed as an operating expense. Should the City
Council, under their right of way management authority, order the relocated facilities be placed
underground the additional cost of$19,500 ($44,500-$25,000), per Commission policy, would be
funded out of the Underground Relocation Fund.
RECOMMENDATIONS
Staff recommends:
1. The Commission accepts the estimated costs to relocate overhead facilities due to the planned
2014 CR 79/Spencer Street and Vierling Drive intersection road improvement project.
2. The Commission directs staff to forward the estimated costs to the Council to aid the Council in
making their determination under the City's Right of Way Management Ordinance whether or
not to order the overhead facilities to be relocated underground.
REQUESTED ACTION
Staff requests the Commission adopt the recommended actions.
