SUBJECT: Discussion of County Road 101/First Avenue Goals
Introduction
The Council should discuss and then establish goals for First Avenue/County Road 101 Corridor.
Background
In March,the City Council heard the report from Brian Harjes of the Hoisington Kegler Group,Inc. (HKGi)
regarding the findings of a TAP Grant-funded study of marketing the First Avenue Corridor.
As part of that study,numerous goals were identified,which came from a community work session in October,and
other input which was provided to HKGi. The top goals were provided to the EDAC,PRAB, and Planning
Commission. Each of those groups was asked to vote and rank how the goals were to be prioritized by them as
individuals, and by the advisory board.
After considering some variations in the scoring methodology, a ranking of corridor goals was established, and is
attached to this document. Goals which received more than one vote are shown.
As indicated,there is a wide variety of responses. Predictably, items relating to access and walking received the
most votes, as is the focus of the PRAB (six votes were received there). However,widespread support was also
shown for enhancing downtown signage,utilizing the riverfront to the advantage of Shakopee,and improving upon
the business attributes in downtown.
The Council may choose to go with the top eight(differentiating between six and seven votes),or include an
additional seven items which received six votes.
The Council may also wish to consider the input that is being provided at the June 3rd meeting from Mainstreet
Shakopee Coordinator Laura Pecaut. Ms.Pecaut will report on the very early stages of her work with the
Mainstreet Shakopee program, including results of a meeting with the Mainstreet Minnesota group on May 27th,
scheduling, and some preliminary priorities that she will identify from the Mainstreet Shakopee group.
It may be that the City Council's chosen goals could correspond with the goals identified by Mainstreet Shakopee.
There were a variety of time frames identified; however,the Council may first wish to focus on goals which can be
accomplished over the next 18 months,which is the amount of time that this Council will be in place.
Action Sought
After hearing the presentation by Mainstreet Shakopee, and reviewing the Advisory Commissions Corridor Goals,
the Council should identify its top goals for CR 101.
