Approval of Minutes: December 18, 2007 OFFICIAL PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY SHAKOPEE, MINNESOTA Regular Session December 18, 2007 Members Present: President Steve Clay, Commissioners Steve Menden, Matt Lehman, Terry Joos and John Schmitt. Staff Members Present: Mark McNeill, City Administrator; Judith S. Cox, City Clerk; Jim Thomson, City Attorney; R. Michael Leek, Community Development Director; and Bruce Loney, Public Works Director/City Engineer. 1. Roll Call President Clay called the meeting to order at 7:40 p.m. and roll was noted, as above. 2. Approval of the Agenda Menden/Schmitt moved to approve the agenda. Motion carried 5-0. 3. Consent Agenda Menden/Joos moved to approve the minutes of November 20, 2007. Motion carried 5-0. 4. Dowtown Facade Improvement Program. Mr. Leek presented to the EDA the Facade Improvement Loan Program (FILP) and First Avenue Guidelines. Mr. Leek stated that in 2006 approximately $13,000 of an initial $50,000 remained in the FILP. In 2007 and 2008 there were no additional funds identified for the FILP. Mr. Leek asked for direction from the EDA whether to allocate funds to the FILP for 2008. Mr. Leek also stated that staff has developed draft design guidelines for buildings in the First Avenue corridor based on the Downtown Design Guidelines. The EDAC has recommended that the FILP be used to provide funding for projects that restore the historic character of a building or for modern buildings giving them a more historic appearance. Discussion followed. Joos/Schmitt moved to direct staff to amend the City's budget by allocating $50,000 in 2008 from the EDA fund balance (currently about $295,000) for the FILP. Motion carried 5-0. There was a consensus to meet jointly with the Economic Development Advisory Committee and the Historic Preservation Advisory Commission to discuss design guidelines for buildings in the First Avenue corridor. 5.
