No. 7451 (D) Action Sought The City Council should adopt Resolution No. 7451, a Resolution Authorizing the submittal of a CDA Economic Development Incentive - Corridor Readiness Grant Program Application. Background The Economic Development Incentive Grant Program (the "EDI Program ") was created and funded by the Scott County Community Development Agency (CDA) in March 2014. The goals of the EDI Program are to facilitate the creation of jobs, increase the tax base and improve the quality of life in Scott County through two specific strategies: Corridor Readiness and Technical Planning Assistance. Corridor Readiness. This program is intended to assist communities in completing land use, transportation and environmental studies that are intended to maximize development and/or redevelopment opportunities and the investment of capital within the top ten commercial corridors as established by the SCALE Transportation and Economic Development Committee. Technical Assistance. This program is intended to provide funding for those projects that will enhance economic development activities with the goal of achieving new job creation in Scott County. The CDA has $340,000 available in 2014 for grants provided under the EDI Program. In 2014, $250,000 in funding shall be set aside for the Corridor Readiness Program and $90,000 shall be set aside for the Technical Assistance Program. Eligible applicants for this program are cities and townships within Scott County. Applicants may apply annually for funding in each program category. Applicants may also be eligible to receive a grant award in each program category. In the event the grant program is continued into subsequent years, applicants will not be eligible to receive funding within either program category for more than two consecutive years. Based on the review of grant opportunities', City staff has elected to apply for the Corridor Readiness Grant. If awarded, Staff intends to hire a consultant who will complete a transportation study of County Road 83 from Highway 101 to County Road 16. The City would like to improve the highway capacity, highway safety, and efficiency of traffic in this corridor particularly with Canterbury Park and anticipated traffic growth. County Road 83 is an A Minor Arterial (Connector) that goes through a commercial /entertainment corridor while also passing much undeveloped land. The intersections along County Road 83 consists of a Principle Arterial ( Highway 169), three A Minor Arterial (Reliever) (County Road 16, 12th Ave. & Highway 101), and multiple Collectors ( 4th Ave, Valley Industrial Blvd, County Road 16, & 12th Ave). The results from this study will present staff with potential economic growth opportunities, improvements to attract economic development and introduction of traffic calming techniques to reduce accident rate /severity. Recommendation Staff recommends that the Council should Adopt Res. No. 7451, a resolution which authorizes staff and other appropriate officials to apply for the CDA Economic Development Incentive Grant Program. Budget Impact The total estimated project costs for the Corridor Study are $100,000. The City of Shakopee is requesting a Corridor Readiness Grant in the amount of $66,666. Staff is recommending that the remaining $33,334 come from the Capital Improvement Fund. Relationship to Vision This supports Goal D, "Maintain, improve and create strong partnerships with other public and private sector entities ". Requested Action If the Council concurs, it should, by motion, offer Resolution No. 7451, a Resolution Authorizing the submittal of a CDA Economic Development Incentive - Corridor Readiness Grant Program Application. Page 3 Scott County Community Development Agency EDI — Corridor Readiness Grant biliiimi D A Competitive Criteria Responses Max award per project: $125,000 Threshold Criteria: Applicants must first meet the threshold criteria to be considered for funding. 1. Proposed activities must be located within one of the ten transportation corridors as established by the SCALE Transportation and Economic Development Committee. 2. Application must be approved by the respective city council or township by resolution that includes the Required Resolution Provisions (attached). 3. Application must demonstrate a minimum leverage rate of 0.50 to 1 ($0.50 of other funds for every $1 of Corridor Readiness Grant). If the application meets all threshold criteria, the application will then be reviewed and ranked on the following competitive criteria. Please limit responses to three (3) pages in length and describe how the proposed project fits each of the criteria indicated below. 1. Economic Benefit. The project should have a defined impact on the local economy. This impact is measurable through potential growth in property taxes and new and /or retained Livable Wage Jobs ($14.00 per hour). [15 Maximum Points] 2. Leverage. Applications may include a variety of other funding sources committed to the project, or a higher percentage of match from the applicant. Evidence of funding commitments must be submitted with application. [15 Maximum Points] 3. Readiness to Proceed. The applicant should demonstrate that a development project has a strong likelihood to proceed with the identified project upon funding award (e.g. letters of intent, conditional site control). [15 Maximum Points] 4. Environmental Improvement. Plans that will clean -up, prevent and protect from environmental hazards are encouraged. Applicants should work with state agencies and professional consultants to identify the optimum remedy and create sustainable redevelopment. [5 Maximum Points] Page 4 REQUIRED RESOLUTION PROVISIONS WHEREAS, the City of has identified a proposed project within the City that meets the Scott County Community Development Agency (CDA) Economic Development Incentive Grant program's purposes and criteria; and WHEREAS, the City has established a Development or Redevelopment Plan of which the proposed project is a component; and WHEREAS, the City has the capability and capacity to ensure the proposed project be completed and administered within the Economic Development Incentive Grant program guidelines; and WHEREAS, the City has the legal authority to apply for financial assistance; and WHEREAS, the City is supportive of enhancing economic development opportunities that will serve to create jobs, enhance the tax base and improve the lives of Scott County residents. NOW THEREFORE BE IT RESOLVED that the City of approves the application for funding from the Scott County CDA Economic Development Incentive Grant program. The City would like to improve the highway capacity, highway safety and efficiency of traffic in this corridor particularly with Canterbury Park and future development traffic. We understand that a study is necessary to determine the project improvements that MnDOT and Scott County can support before a project can be submitted for inclusion of the County's TIP. The following paragraphs describe the need for a study. The Project Ultimately, the City would like to add capacity improvements to 12`h Avenue, CH 83 and the TH 169 ramps on CH 83 for anticipated traffic growth. It is proposed in the 1 S` phase for the County to lead a study with City involvement. A study would be proposed for next year (2014). Part I. Safetv- 40 points possible Safety on the county highway system is a critical goal in creating safe, healthy, and livable communities. Explain any specific safety deficiencies in the area of the proposed project, and if and how the proposed project can be expected to address these deficiencies. Cite supporting data when appropriate, including current and forecasted traffic volumes, crash data, research or studies, police dispatch logs, etc. CH 83 from 12`h to 17`h Avenue, has experienced several accidents and major congestion during peak hours and on major events for Canterbury Park and Mystic Lake Casino. Attached to this letter is a summary of accidents within the last three years in the corridor. The traffic is expected to grow according to the City's Comprehensive Plan. Attached is a drawing showing the potential traffic growth areas along CH 83 corridor. Part II- Structural Deficiency -20 points possible Explain how proposed project corrects any existing infrastructure deficiencies, including but not limited to pavement condition, bridge structures, subgrade condition, soil stability, storm or sanitary sewer condition, or utilities. Part III - Svstem Conitinuity 20 points possible Will the proposed project provide a usefid link in the County's roadway or trail network? kVill it address an area oj'congestion or restricted mobility? CH 83 is a major route for commuters, businesses, entertainment facilities such as Canterbury Park & Mystic Lake Casino and this is evident by the recent 4 lane construction of CH 83 from 17`h Avenue to CH 48. Further improvements may be needed to support the anticipated growth in the area. Part IV Multi -Model Project -20 points possible Explain how the proposed project will increase the efficiency of the County's roadway network by providing advantages to pedestrians, transit, or freight movement. This project can increase the efficiency of commuters and freight in supporting businesses in the corridor. Part V Other Considerations -Bonus points Detail any other considerations which support inclusion of the proposed project in the Scott County Transportation Improvement Program. Possible examples include: (0 -20 points) Financial: Does the proposed project have a favorable benefit -to -cost ratio? Is the project financially practical for inclusion in the Transportation Improvement Plan? TVill the city or township provide additional funding beyond the requirements of the cost participation policy? Will there be an opportunity for additional finding through private developers, grants, or local, state, or federal agencies? This study should look at funding options with Federal Funding, Mn-DOT State Aid Cooperative Agreements, County, City funds and possibly Canterbury Park and Mystic Lake Casino. Past projects involving intenccanges, MaDOT has been willing to participate in Cooperative Agreement funding if it benefits the TH system and will reduce the backup on the TH 169 westbound ramps to CH 83. The study should look at alternatives for the improvements and involve MnDOT as this is their highway and work is in their right of way. (0 -20 points) -Right of Way: Has right -of -way been preserved for the proposed project? Has a plan been formally adopted for future right of way preservation? Right of way may be necessary on CH 83 near 12`h Avenue. Most of the ROW is within MnDOT's TH 169. + (0 -10 points) Consensus: Do the City and county agree on the need for and scope of the project? Have the appropriate studies been completed, creating consent among agencies and /or the public on goals including environmental issues, traffic control, and access management? Improvements for capacity and efficiency to the businesses along CH 83 and to the major entertainment centers such as Canterbury Park and Mystic Lake Casino would be a benefit to the County and the City.
