SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director DATE: 05/20/2014 SUBJECT: Award a Contract for the Lift Station L16 & Forcemain Improvements Project No. 2014 -5 -Res. No. 7450 (D) Action Sought Approve Resolution No. 7450, which accepts the bid and awards a contract for Lift Station L16 & Forcemain Improvements, Project No. 2014 -5 and includes a contingency amount equal to 5% of the contract to cover minor change orders and quantity adjustments that may occur on the project. Background On April 1, 2014, City Council adopted Resolution No. 7425, which approved the plans and specifications and authorized the advertisement for bids on the Lift Station L16 and Forcemain Improvements. On May 8, 2014, a bid opening was held for this project in which four bids were received. The bids are summarized in the attached resolution. From the bid opening, the low bidder is Magney Construction Co. from Chanhassen, MN and a bid of $403,170.00. The Engineer's estimate for this project was $650,000.00. The project is funded 100% from the City's Sanitary Sewer Enterprise fund in which sufficient funds exist. The bid did include a deduct for a sewage grinder alternative. Attached is a memo from Tom Roushar of WSB & Associates, Inc. who was the design engineer and his recommendation is to proceed with the bid base and the sewage grinder in that bid. If Council awards a contract, staff is also requesting a contingency amount equal to 5% of the contract to cover minor change orders and quantity adjustments that may occur on the project. Recommendation 1. Accept the low base bid from Magney Construction and adopt Resolution No. 7450. 2. Approve a 5% contingency amount for this project for use by the City Engineer in authorizing change orders or quantity adjustments on this project. Budget Impact The project is funded 100% from the City's Sanitary Sewer Fund. Relationship to Vision This supports Goal E: Deliver effective and efficient public services by a staff of well- trained, caring, and professional employees. The bid tabulation is attached. Four base bids were received as follows: • Magney Construction: $403,170.00 • Minger Construction: $437,687.50 • Geislinger and Sons: $489,200.00 • Lametti and Sons: $572,700.00 The engineer's estimate for the project was $650,000. So, all four bids received were below the estimated construction cost. Magney Construction often constructs projects designed by WSB. So, we have worked with them many times in the past. I also contacted Mark Magney who is comfortable with his bid and is excited to do the work. The base bid includes a JWC Environmental sewage grinder. An alternate bid was taken for a Franklin- Miller sewage grinder. My review of the two sewage grinders is that the JWC Environmental machine is superior to the Franklin- Miller machine for the intended purpose. Also, Electric Pump who sells the JWC Environmental sewage grinder has represented them for over 10 years, has 100+ installations in the Minnesota area, and has a full service department. The service department is important because like any other piece of mechanical equipment, the sewage grinder eventually will need to be serviced. Based on my review of the two sewage grinders, my recommendation is that the City award the project to Magney Construction in the base bid amount of $403,170.00 which includes the JWC Environmental sewage grinder. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The appropriate City officials are hereby authorized and directed to enter into a contract for the base bid amount of $403,170.00 with Magney Construction, Inc. in the name of the City of Shakopee for the Lift Station L16 & Forcemain Improvements Project according to the plans and specifications therefore approved by the City Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
