OIl!^r'"t.'T "I~~~ti~~ TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administratorjll4,J SUBJECT: 2008 Pay Plan for Part-Time, Temporary and Seasonal Employees DATE: December 28,2007 Introduction The City Council is asked to adopt the attached resolution, establishing the 2008 Pay Plan for Part-Time, Temporary and Seasonal Employees. Background The attached 2008 pay plan for part-time, temporary and seasonal employees reflects no increase in wages from this year. The reasons for this recommendation are as follows: 1. The direct supervisor of each part-time position was asked whether they felt our current wage for the position was fair. With a very few exceptions, each supervisor reported that they felt our current wages were fair and that they were not having difficulty attracting candidates to fill positions. 2. Approximately, 75% of our part-time staff are not yet at the top step of their pay grade, which means that they will see a pay increase of approximately five percent in 2008 even without a cost of living adjustment. 3. A rough survey of what other metro cities are paying comparable part-time and seasonal staff suggests that we are generally in-line with the market. It should be noted, however, that this was a very rough survey. Because cities offer such widely different services in this area and organize their staff in widely varying ways, it is not possible to survey other cities on part-time positions the way we do on full-time positions. While no across-the-board cost of living adjustment is being recommended, there are several changes to the pay plan that are needed. They include: 1. Removing Unused Positions. Several positions are not currently in use and staff does not foresee using them in the next few years. Positions to be removed from the part-time, temporary and seasonal pay plan include Arena Rink Attendant, Receptionist, Accountant, Inspector, Office Clerical Worker, and Engineering Intern. 2. Listing All Positions. The current part-time pay plan includes some general job titles that are used by multiple positions. For example, we currently employ Teen Center Supervisors, but they are not specifically listed on the pay plan - rather they are paid as Recreation Leaders. Other existing positions that are to be listed explicitly on the updated pay plan include Birthday Party Host, Huber Park Site Host, and Learn to Skate Instructor. 3. Renaming Positions for Clarity. For example, the part-time pay plan currently lists the position of "Water Safety Aid." This is being renamed "Swimming Instructor (uncertified)" to more clearly reflect the duties of the job. 4. Creating Additional Pay Grades. The current pay plan starts with Grade F ($8.037 to $9.455 per hour) followed by Grade E ($9.801 to $11.530 per hour). To accommodate a position that falls in between the positions in these two grades in terms of responsibility, it is recommended that we add an additional grade that is half-way in between the two existing pay grades and then renumber accordingl y. 5. Freezing Wages for Learn to Skate Instructors. We are currently paying Learn to Skate Instructors significantly more than we are paying our swimming instructors. This disparity does not seem warranted given the similarities in job function and responsibility. To avoid actually reducing the wages paid to any current employees, it is recommended that we freeze the wages for this position until it is more in line with wages paid to swimming instructors. Budget Impact The recommended pay plan can be accommodated within the adopted Departmental budgets for 2008. Relationship to Vision This item requires a balancing of Goal E - a financially strong city - with Goal D - attracting and retaining well-qualified employees who contribute to a vibrant, resilient and stable city. Requested Action: If the Council concurs, it should offer Resolution No. 6715, A RESOLUTION ADOPTING THE 2008 PAY PLAN FOR PART-TIME, TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE, and move its adoption. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective January 1, 2008. On-going part-time employees are eligible to move to Step. 1.5 after six months of employment.
