SHA:K011F F' TO: Mayor and City Council Mark McNeill, City Administrator FROM: Mark McNeill, City Administrator DATE: 05/06/2014 SUBJECT: Presentation of City Staff Six Month Special Projects and Initiative Plan Action Sought For the Council to review and accept a six month special projects plan by City Staff. Background At the April 29th Workshop meeting, Council passed motion directing Staff to bring in a one -page six month work plan for all departments. With an eye towards the agenda items already anticipated for May 27th, I have placed this on the agenda for May 6th, anticipating that there may be time to discuss this that evening. This is dependent upon the duration of discussion for the other two topics on the agenda. Note that rather than a work plan, we have titled this "Special Projects and Initiatives ". A work plan to us connotes day -to -day activities, for which probably 90 -95% of our time is already devoted. What we understood Council wanting to do was to see what "other" items anticipated over the next six months. For that reason, we looked at what special projects, and additional work might be performed during that time. On April 15th, Staff submitted a number of goals, which were refined and placed into the attached chart. Note that many of the Staff s goals did not make it onto this chart, either because of a number of them submitted, that they are more operational in character, or where not measurable. Those goals still are valid, and we will deal with those at a Staff level. However, the items on the attached sheet are those of which we feel the City Council should be owner as a stakeholder. In addition, we took some liberties with the "by department" and divided some major functions into their own separate area -- Natural Resources, Economic Development, and City Clerk being among those. Finally, we added City Council projects and initiatives. If time permits at the May 6th meeting, I would like to briefly present these. If they are acceptable, Council can make a motion to affirm those. If they are not what the Council had in mind, they should give direction as to what changes are needed, and those would be brought back at the May 27th meeting. Action Required If the Council concurs with the attached document, it should adopt the Special Projects and Initiatives document for June - December 2014.
