CROOKS, UTILITIES MANAGEit" SUBJECT: UTILITY RATES FOR ELECTRIC AND W ER DATE: MAY 1, 2014 As was provided for the Strategic Planning Workshop held on February 24, 1 am again providing SPUC's 2014 water and electric rates as compared to other utility providers. WATER RATES First a comparison of current water rates with surrounding cities is attached for review. As can be seen, our rates are some of the lowest among neighboring communities. ELECTRIC RATES Second, several attachments are provided to compare electric rates with other electric utilities. Electric rates are somewhat more complicated than a simple comparative analysis. In comparison to Xcel Energy, an investor owned utility, SPUC rates are significantly lower. The first analysis is based on Residential rates. Commercial and Industrial rate show a similar difference in rates and the spreadsheets can also be provided, but the analysis is quite a bit more complicated. The second analysis with Xcel Energy shows the differences in historical rate increases for the past 10 years. The second electric analysis is between SPUC and member communities with the Minnesota Municipal Power Agency (MMPA). MMPA provides wholesale power to Shakopee and the other municipalities on the list. This analysis is unique in that it compares electric rates with cities with the exact same costs for their wholesale power. As can be seen, SPUC rates are very competitive, even with having the same wholesale costs.
