SUBJECT: City Appointments to the Main Street Shakopee Steering Committee
Introduction
Action Sought
For the Council to appoint a City Council member to serve on the Main Street Shakopee Steering Committee
Background
The City is collaborating with the Shakopee Chamber of Commerce to obtain a Minnesota Main Street Community
designation for Shakopee. Last month, Laura Pecaut was hired as the Main Street coordinator. Ms. Pecaut will
receive guidance from a Main Street Shakopee Steering Committee. That Committee will provide leadership to
four other committees and provide overall guidance for the revitalization efforts of the downtown.
A "job description" detailing what the responsibilities of the steering committee will be, as well as a better
description of the Main Street Shakopee group, is attached.
The steering committee will consist of nine individuals, including people from the Chamber and business
communities, as well as the City's Economic Development Coordinator, and a member of the City Council. In
response to an invitation to all Council members, Mike Luce has volunteered to be the City Council's representative
on the steering committee. This will be for a one year period of time, which will expire May 1, 2015.
Recommendation
The Council should appoint both Councilor Luce, and Economic Development Coordinator Samantha DiMaggio,
as City representatives to the steering committee.
Action Required
If the Council concurs, it should, by motion, appoint Mike Luce as City Council representative, and Economic
Development Coordinator Samantha DiMaggio as the two City representatives on the Main Street Shakopee
Steering Committee.

Mainstreet Shakopee is a collaborative community -wide effort to revitalize our downtown district.
About Main Street
The Main Street strategy for commercial district revitalization involves comprehensive, simultaneous
work in four areas. Main Street goals are accomplished by four corresponding work committees.
• Design: Improving the physical appearance of the commercial district —the buildings, streets,
sidewalks, window displays, signs, parking, and all other aspects of the physical environment.
The Design Committee capitalizes on Main Street Shakopee's historical building and pedestrian
assets and works to create an inviting atmosphere.
• Promotion: Marketing the commercial district to neighborhood residents, investors, visitors,
and others through promotional strategies.
The Promotion Committee recognizes and sells a positive image of Main Street Shakopee.
• Economic Restructuring: Strengthening and expanding the commercial district's economic base
through understanding current and future economic trends, realities, and opportunities.
The Economic Restructuring Committee helps sharpen the competitiveness of existing
businesses, recruits new businesses, strategizes downtown development, and supports
entrepreneurship.
• Organization: Building collaborative partnerships between a broad range of groups,
organizations and constituents who need to be involved in the decision making and
implementation of Main Street revitalization efforts.
The Organization Committee builds cooperation throughout Shakopee and assembles volunteer
and financial resources.
Mainstreet Shakopee Steering Committee
As a member of the steering committee, you will provide leadership to the four committees and overall
guidance of downtown revitalization. The first year of the program will be focused on selecting
priorities, creating a vision and timeline for revitalization, and bringing attention and inspiration to the
district. I am asking for your commitment of:
• 1 year: May 1, 2014 to May 1, 2015
• Attend monthly steering committee meetings
• Chair monthly work committee meetings (or appropriate number determined by committee
and /or project)
• 3 -5 hours per month outside of committee meetings
• Attend all training sessions (Mainstreet 101 slated for Fall 2014, others determined by need)
• Present a positive public image for the program
