SUBJECT: Appointment of Acting Fire Chief

Introduction
The City Council is asked to appoint Ed Schwaesdall as Acting Fire Chief, effective January 1,
2008.
Background
Fire Chief Ed Schwaesdall's term as Chief is scheduled to end on December 31, 2007. Due to
the fact that the City is in the process of hiring a full-time Fire Chief to lead the Department, a
new paid-on-call chief was not selected during the recently completed officer selection process.
Therefore, there is a need to appoint an Acting Chief until such time as the new full-time chief is
hired and onboard.
Recommendation
Staff recommends that Ed Schwaesdall be appointed as Acting Chief, effective January 1, 2008.
In addition to having three years of experience as the Department's paid-on-call Chief, Ed was
recently appointed Assistant Chief for 2008, thereby making him a logical choice to serve as
Acting Chief.
Budget Impact
The appointment to Acting Chief does not carry any increased salary. Chief Schwaesdall would
earn only the $8,000 Assistant Chief salary. Therefore, there is no budget impact.
Relationship to Vision
Having afully-staffed command structure for the Fire Department contributes to the effective
operation of the department and in turn, a high quality of life for residents of Shakopee (Goal B).
Requested Action: If the Council concurs, it should move to appoint Ed Schwaesdall to the
position of Acting Fire Chief, effective January 1, 2008 until such time as a full-time Chief is
hired.
