SUBJECT: 2008 Wages and Salaries for Part-Time Fire Department Employees

Introduction
The City Council is asked to adopt the attached resolution, setting pay for the part-time
employees and officers of the Shakopee Fire Department for calendar year 2008.
Background
On October 16, the City Council adopted written job descriptions for part-time positions with the
Fire Department and a policy outlining a new selection process for filling officer positions. On
November 20, the Council authorized the appointment of specific individuals to fill those officer
positions, effective January 1, 2008.
The Council is now asked to establish the hourly wage for paid-on-call firefighters and the
annual salaries for part-time officers for calendar year 2008. Part-time officers receive an annual
salary for their officer duties (paid in twelve monthly installments), in addition to the same
hourly wage for calls, drills and meetings that is paid to all firefighters.
The following salary amounts are based off of the 2007 salaries, with some adjustments to reflect
the new structure.

The $8,000 salary proposed for the Assistant Chief is the amount currently paid to the part-time
Chief, and the $4,500 salary proposed for the two District Chiefs is the amount currently paid to
the 1St Assistant Chief and 2°d Assistant Chief. The $5,000 proposed for the Training Chief is the
amount currently paid to the Training Captain.
The Department currently has five captains who are paid a total of $10,000, but the amount each
captain receives is based on the designation of 2na~ 3~d, 4~' , 5~' and 6`~ captain. While the five
new captains will still be designated by number for operational purposes, the proposed salary
structure for 2008 includes a single salary of $2,000 per year for all captains. The position of
Lieutenant will be an unpaid position, as was discussed at the time the job description was
approved.
The proposed salaries for the Engineer and Assistant Engineers are unchanged from this year.
The positions of SCBA Coordinator and Assistant SCBA Coordinator are new for 2008. The
$3,500 for these two salaries was requested via a budget improvement package and approved by
Council as part of the 2008 budget.
The proposed hourly wage for paid-on-call firefighters is $10.00 per hour, with a one hour
minimum and all hours round up to the next full hour. This reflects no change from the 2007
hourly wage.
Budget Impact
Funding for these wages and salaries was included in the Fire Department's 2008 budget.
Relationship to Vision
A pay scale that attracts well-qualified candidates to the Shakopee Fire Department contributes
to the effective operation of the department and in turn, a high quality of life for residents of
Shakopee (Goal B).
Requested Action: If the Council concurs, it should offer Resolution No. 6703, a resolution
adopting the 2008 Pay Plan for Part-Time Employees of the Shakopee Fire Department, and
move its adoption.

A RESOLUTION ADOPTING THE 2008 PAY PLAN
FOR PART-TIME EMPLOYEES
OF THE SHAKOPEE FIRE DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City
Treasury from and after January 1, 2008 payable to employees of the Shakopee Fire Department,
in the following amounts.

BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are
hereby repealed and terminated effective January 1, 2008.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
