SUBJECT: Squad Cameras

INTRODUCTION:
The Shakopee Police Department is seeking council approval to purchase hardware and
software for the installation of two in-squad car camera systems.
BACKGROUND:
The police department and the City of Shakopee would benefit greatly by having cameras
in squad cars. Video cameras serve several law enforcement purposes. They are
valuable investigative, tactical and risk mitigation tools. Among its many uses, in-squad
cameras maybe used to collect evidence, resolve conflicts, or document conditions in
emergency situations.
The Shakopee Telecommunications Board awarded $13,225 to the police department to
help offset the cost of the proposed camera systems. The additional funding required for
the project is $19,503. Competitive bidding in not required as the camera system from
Mobil-Vision Inc. and its supporting technologies are available through the state contract.
Funds are available in the police department's DWI forfeiture to meet this shortfall.

1. Authorize appropriate City staff to use telecommunication and DWI
forfeiture funds to purchase the two requested in-squad camera systems from
Mobil-Vision Inc.

3. Deny the motion.
RECOMMENDATION:
Staff recommends alternative one.
ACTION REQUESTED:
if council concurs, they should by motion: approve the purchase using $13,225 from the
telecommunication and $19,503 from the police department DWI forfeiture fund to
purchase two in-squad cameras and their supporting hardware and software from Mobil
Vision Inc.
