HomeMy WebLinkAbout13.A.1. 2007 Traffic Study for Alden Avenue & Mathias Road /3./7: /, CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: 2007 Traffic Study for Alden Avenue & Mathias Road DATE: December 4, 2007 INTRODUCTION: The City Engineering Department annually conducts several traffic studies throughout the summer months for stop sign warrants. Attached to this memo is a traffic study and staff s recommendation. BACKGROUND: Throughout the year staff has received requests for traffic sign studies from residents, Council and staff. Attached is the traffic study report for the intersection in the City which was studied this year: . Traffic Study # 1 - Alden Avenue & Mathias Road The City of Shakopee has prepared a Signing Plan (Adopted in 1998) to address the signage in the City and policies for traffic control signage. Per City Code, the installation and removal of any traffic regulatory signs must be authorized by the City Council. Study areas were investigated for stop sign control and speed limit signage. I Study No.1 - Alden Avenue & Mathias Road I This intersection was petitioned for a four-way stop condition and Staff did study the intersection for a four-way stop sign. From the analysis, this intersection does not meet warrants for stop signs and thus no change in signage is recommended. This intersection met one of the five warrant criteria established for an all way stop. Current policy is for an intersection to meet three out of five criteria. The criterion that was met is pedestrian volumes during the AM peak hour. This location is a school bus stop that currently services 36 students. AL TERNA TIVES: 1. Direct staff not to install all way stop signs at the intersection in Study Area No. 1 as recommended by the report. 2. Direct staff to install signage in Study Area No.1 as determined by the City Council. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1. However, Council does have the discretion to review the intersections and provide direction to staff as to traffic control signage. ACTION REOUESTED: 1. A stop sign is warranted if three of the following five conditions exist: (Conditions are from the Shakopee Signing Manual, October 26, 1998) 1.) If the major street traffic volume is more than 1500 vehicles per day and the minor street traffic volume is greater than 750 vehicles per day. Alden Avenue has an ADT of245 and Mathias Road has an ADT of 124. This intersection does not meet the traffic volume requirement. 2.) There has been more than two reported accidents, per year in the previous two years or, three reported accidents in the previous years of a type correctable with stop sign installation. The intersection of Alden Avenue & Mathias Road had zero (0) reported accidents in 2006 and zero (0) reported accidents in 2007. The intersection does not meet the accident requirement. There was one accident in 2004. 3.) If the pedestrian volumes crossing any approach is more than 15 pedestrians per hour during the A.M. and P.M. peak traffic hours. The intersection of Alden Avenue & Mathias Road does meet the pedestrian volume requirement. Approximately 36 students are picked up at this location around 8am. 4.) If the safe stopping distance of the minor approach is restricted by less than 300 feet by horizontal and/or vertical roadway alignment or by other permanent obstructions. The intersection does not meet the sight distance requirement. 5.) If the 85th percentile speed in the intersection is greater than 35mph and highest reported speed with two or more observations greater than 45mph. The north leg at this intersection was found to have an 85th percentile speed of 28 mph. There were zero (0) reported speeds greater than 45 mph.
