INTRODUCTION
The City Council is asked to consider adopting the attached
ordinance setting fees for licenses, permits, services, and
documents for 2008.
BACKGROUND
Prior to the end of each year, the City Council adopts a fee
schedule by ordinance for the ensuing year. The fee ordinance
includes the fees for all licenses and permits issued within the
City of Shakopee. Department heads have been asked to re-examine
their fees and make appropriate recommendations for adjustments to
the City Council. A summary of those recommendations follows.
In the proposed ordinance, the stricken language is deleted
and the underlined language is inserted.
City Clerk Division - is recommending increasing the cost for
copies from $.20- to $.25; and, for government/non-profit
organizations from $.07 to $.10 for black and white and $.25 for
color copies. This is more in line with costs and consistent with
the police department fees for copies; and, these office charges
are being moved to page 3 from page 11. Also recommended is an
increase in the fee for currency exchange license review from $40
to $45, page 1. Fees for copies of Council and Planning
Commission agendas and minutes are being deleted, page 3 . These
are no longer requested since agendas and minutes are now
available on-line. A fee for cable franchise applications is
being added, page 3 . This fee is authorized in Resolution No.
6696, regarding establishing a competitive cable franchise policy,
found elsewhere on the December 4, 2007 Council agenda.
Telecommunications Commission - is recommending adjustments
and additions for video dubbing fees, page 3.

Engineering Department - is recommending adjustments to their
Development and Grading fees, Trunk Storm Water and Trunk Sanitary
Sewer charges and also the grading permit fee, pages 17-19. They
are recommending adding a fee for the first bituminous seal coat
performed on the bituminous paved streets within a new plat, page
17.
Building Department - recommends building and plumbing fees
and adjustments as noted on pages 4-9. On page 6, administrative
costs are being added at a multiplier of 2.0 times for benefits,
overhead, etc. Appeal fees are being deleted on page 8 because
they are no longer addressed by the City.
Fire Prevention - fire protection equipment plan review fees
are added as noted on page 10.
Finance Department - recommends increasing the VIP connection
fee for properties benefited by the VIP interceptor but that were
outside the city limits when it was assessed - page 9. See memo
from Gregg Voxland, Finance Director, attached.
police Department - recommends adding a fee for a golf cart
license and adding a deposit fee to insure that the police
training room is clean and damage free when rented; and,
additional minor changes - page 12.
Public Works - recommends adding four vehicles to the
equipment rental list as well as increasing the rental fee for
three vehicles as listed on page 13.
Planning Department - recommends no changes at this time. The
administrative costs are clarified to indicate that the actual
hourly rates of the employees will be used plus a multiplier of
2.0 times for benefits, overhead, etc. , consistent with the
Building Department- , page 17. This is at the recommendation of
the Finance Department and the Springsted Study.
Park and Recreation - recommends no changes at this time. It
is recommended that adjustments be considered after the completion
of the Park and Recreation fee study which is underway. Park and
Recreation fees are outlined on pages 21-26.
An erosion control escrow is being added in addition to the
Building Permit fees in order to guarantee the installation and
removal of all required erosion and sediment control measures,
page 7. A fee is added for park and open space stakes, page 13.

Introduction & Background
The VIP connection fee is for properties benefited by the VIP
interceptor but were outside city limits when it was assessed. There
is one parcel remaining to pay the fee. The parcel is north of 169,
south of Vierling Drive and east of CR 15. There was no interest
because it is a fee and not an assessment. Council did update the fee
once before for "interest" due to the delay in collecting the fee.
The fee was last adjusted for 2003. If adjusted at 5% per year, the
per acre fee would be as shown below.

Move to adjust the VIP and VIPII connection fee to be $1,174.11 for the

TO WHOM IT MAY CONCERN:
Notice is hereby given that the Shakopee City Council will meet in the Council Chambers
of Shako pee City Hall, located at 129 Holmes Street South, Shakopee, on December 4,2007, at
7:00 p.m., or thereafter, to consider possible revisions to its fee schedule for 2008. The fee
schedule identifies fees for all city services including, but not limited to licenses, permits,
recreation activities including building permits and development fees.
Comments from interested citizens concerning the fee revisions will be taken at this
public hearing. Any questions concerning these fees may be addressed by calling the City Clerk
at (952)233-9315 prior to the December 4, 2007 meeting.

ORDINANCE NO. 788, FOURTH SERIES
AN ORDINANCE SETTING FEES FOR
CITY LICENSES, PERMITS, SERVICES AND DOCUMENTS
WHEREAS, by Ordinance No. 772, the City Council established a fee schedule
effective January 1, 2007; and
WHEREAS, amendments to the fee schedule were subsequently made with the
adoption of Ordinance Numbers 775, 776, 781 and 782; and
WHEREAS, the City Council has determined that adjustments to those fees are
reasonable and appropriate.
NOW, THEREFORE, BE IT RESOLVED, by the City Council ofthe City of
Shakopee, Minnesota, that the Fee Schedule dated January 1, 2008, a copy of which is on
file in the office ofthe City Clerk, is hereby approved and adopted in its entirety.
BE IT FURTHER RESOLVED, that the Fee Schedule shall become effective on
January 1,2008, unless indicated otherwise therein, and Ordinance Numbers 772, 775,
776, 781 and 782 and all other ordinances and resolutions inconsistent herewith shall be
repealed effective January 1,2008.
Adopted in Regular Session of the City Council of the City of Shakopee,

Administrative Costs - Actions requiring payment for administrative costs may be billed to the applicant. Administrative costs may
include but are not limited to the following: staff time, publishing costs, copying, printing and mailing. The actual hourly rates of the

Engineering
A. Private Developments
The development fees for private developments apply in situations where private developers choose to construct the public
improvements, rather than having them constructed by the City. The fees that the City charges in those situations are intended to
reimburse the City for all of the direct and indirect costs incurred by the Public Works Departments to process the development
application, to process and administer the project, to review and approve the plans for the project, and to inspect the construction of
the project. The percentage used for various items are based on the historical costs incurred by the City.
The Developer shall reimburse the City for costs associated with the first bituminous seal coat performed on the bituminous paved
streets within the plat. The costs shall be based on the lastest contract unit prices the City has received plus 3% for next year's
increases and administration costs. The estimated City fee shall be deposited with the City at the time the Developer's Aareement
is sianed.
Streets and Utilities
The Development Fees for private developments include a lump sum of 7.5% of the estimated construction costs for the following:
public sanitary sewer, public storm sewer, public street construction, sidewalks, boulevard trees and other appurtenances. Storm
water management reviews will be charged on an hourly basis. The developer shall deposit 2% (minimum of $5,000) to pay for
storm water management reviews.
Watermain
The Development Fees shall also include a lump sum of 4.0% of the estimated construction costs for public water, based on the
following breakdown:
Administrative Fee 1.50%
Plan Review/Coordination Fee 2.50%
Total 4.00%
Note: Watermain inspection fees are charged separately from the Shakopee Public Utility Commission
Grading Fee. Costs up to $200,000
For grading projects up to $200,000, the Development Fees shall also include a lump sum of 5.5% of the estimated construction
costs for site grading and erosion control, with a minimum fee of $50.00.

B. Trunk Storm Water Charges
A fee of $.11 per developable square foot will be charged to all new developments, per the City's Trunk Storm Water Charge Policy.
The term "net developable foot" means the total square footage of a development within the city limits minus the portion of the
development used for public right-of-way, lakes, wetland areas, stormwater ponding easements, and parks.
C. Trunk Storm Water Storage and Treatment Charges
A fee will be charged to all new developments that utilize regional ponding systems, per the City's Trunk Storm Water Charge
Policy. This fee shall be as follows:
Developments having a net density of 3 or less lots/acre $.oaa .056 per developable sq. ft.

C. Recreation Proaram Fees
Recreation program participants are charged fees to cover costs associated with the program. These fees
are designed to cover the direct cost of the program, including part-time salaries and supplies, plus a
portion of administrative overhead, proposed to be an additional 20% of the program fee.
These fees vary depending on the program, supplies costs, ect. The following are examples of
