City of Shakopee Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrato,r ~~ SUBJECT: Part-Time Fire Department Officers DATE: November 15, 2007 Introduction The City Council is asked to approve the appointment of individuals to part-time officer positions within the Fire Department. Background At its October 16 meeting, the City Council approved job descriptions and a new selection process for part-time officers of the Fire Department. Up until now, Fire Department officers have been elected by the Department. The new selection process requires interested candidates to submit a letter of application and be interviewed by a panel consisting of Fire Department staff and officers and the Assistant City Administrator. Interviews were conducted on November 14. Overall the new interview process went well; however, there was a shortage of candidates for the position of Captain. The Department operates with five Captains and there were only four applicants, three of whom are current Captains with the Department. As a result, the panel reviewed the written applications of the three incumbent Captains and decided to recommend that they continue in their positions, without conducting interviews. The same process was used for the position of Engineer, where only the incumbent applied. To fill the remaining two captain spots, the panel interviewed the one remaining applicant, Scott MacKinnon, and is recommending him for appointment. The panel is also recommending that David Giddings, originally an applicant for the position of Lieutenant, be appointed to the fifth Captain position. Mr. Giddings did not apply for the position of Captain because he is five months shy of the years of service requirement for that position. However, after interviewing Mr. Giddings, the panel felt that given the lack of other applicants and Mr. Giddings' training, skills and standing within the Department, it was in the best interest of the Department to recommend that the City Council waive the years of service requirement in this case and appoint Mr. Giddings to the final Captain position. Recommendation The interview panel recommends the appointment of the following individuals to the positions listed: Assistant Chief: Edward Schwaesdall District Chief: David Judd Alan Geis Training Chief: Marty Glynn Captain: Eric Bender Lino Baden Ryan Yttreness Scott MacKinnon David Giddings Lieutenant: Trevor Geis Tom Breeggemann Engineer: Scott Blom SCBA Coordinator: Allen Johnson Budget Impact The officers listed above, as well as the Assistant Engineers and Assistant SCBA Coordinator (who are appointed by the Chief), are paid a salary for their work as officers. The total salary cost for these 16 individuals is $41,700 and was included in the Fire Department's 2008 budget. A resolution to authorize payment of these salaries will be brought to the Council in December along with other salary actions needed for City employees for 2008. Requested Action: If it concurs, the Council should offer a motion to appoint the above named individuals to the indicated officer position within the Shakopee Fire Department, effective January 1, 2008.
