No. 6691 /2, D # CITY OF SHAKOPEE Memorandum To: City Council, Mayor, City Administrator From: Jamie Polley, Director of Parks, Recreation & Natural Resources Subject: Call for Park Naming- Autumn Hill Park, Resolution No. 6690 and Clover Leaf Park, Resolution No. 6691 Date: November 7,2007 INTRODUCTION This item is to request City Council Action of three park naming applications received during the Citywide Call for Park Names. The City Council is also asked to accept a recommendation and offer Resolution No. 6690, A Resolution naming Autumn Hill Neighborhood Park and Resolution No. 6691, A Resolution naming Clover Leaf Neighborhood Park. BACKGROUND A citywide "Call for Park Names" has been posted on the city website, press releases have been sent out, and it has been written about in the Southwest Saturday column of the Valley News. In addition, the Advisory Board and staff as approached groups and organizations to develop names for the City parks that fit within the guidelines of the naming policy. Three applications have been received from the Shakopee Super Seekers 4-H Club. The Parks and Recreation Advisory Board reviewed the two park naming applications at their October 22nd meeting and have provided their recommendations to the City Council. The parks which need names include . Blakewood Estates (Church Addition) (Rymark Court) . Countryside Northwest (Hackney Ave.) . Countryside Southwest (Caspian Lane) . Glacier Estates (Portage Lane East) . Greenfield West (Independence and Crane) . Providence Westchester (1ih Ave and Valley View) . Savannah Oaks (Oxford Rd. North) . Valley Creek Crossing (Evergreen Lane) The park naming deadline for the public has been extended (indefinitely). In addition, the Advisory Board and staff will continue to try to identify more names with assistance of local groups and organizations as well as possibly including different grade levels in the schools. A more completed description of the applications is included in the PRAB memo, which is attached, along with copies of the applications. .' , . " PRAB Recommendation on Application A -Autumn Hill Park This application, attached, is an application to name Valley Creek Crossing Park located at 1956 Evergreen Lane to be named Autumn Hill (classification) Park. Autumn Hill Park represents the forestry of the area. The forest prior to development was a Maple Basswood forest. In addition, the park is located within a conservation easement that contains beautiful colors in the fall. Relationship to the naminQ policv: The naming policy allows names for site features, wildlife or other natural ideas. The guidelines are included below: D. Names for site features, wildlife or other natural ideas, when site specific. The Advisory Board is recommending that Valley Creek Crossing be named Autumn Hill Neighborhood Park because of the natural features and beauty surrounding the park as well as the park being located within a conservation easement. If Council concurs, the name of Valley Creek Crossing Park would then be officially adopted as Autumn Hill Neighborhood Park. PRAB Recommendation on Application B-Clover Leaf Park This application, attached, is an application to name Greenfield West Park located at 2777 Crane Street Clover (classification) Park. The Greenfield West site contains the shape of a clover and is designed with four (4) large overlapping circular areas. The park also contains a large prairie planting area. In addition to the park site the application for Clover (classification) Park represents the symbol of the 4-H group. The naming policy does not specifically address names in honor of groups. However, this application can be considered similar to the Ambassador Neighborhood Park application. The Shakopee Super Seekers 4-H Club is very active in Shakopee and works very hard to give back to the community. No agreement of park maintenance or park enhancement from the group has been discussed. Names for site features, wildlife or other natural ideas, when site specific. The Advisory Board discussed the park site requested and during there discussions "leaf" was added to the name. The Advisory Board felt Clover Leaf Park was more appealing and resembled the significance of the design of the park. If Council concurs, the name of Greenfield West Park would then be officially adopted as Clover Leaf Neighborhood Park. PRAB Recommendation on Application C-Saber Ridae Park This application, attached, is an application to name Countryside NW located on Hackney Ave. or Countryside Southwest located on Caspian Lane Saber Ridge (classification) Park. Relationship to the naminq policv: The naming policy does not specifically address names associated with the School District. Since these are names associated with the School District mascot and not the City of Shakopee, park names representing the school mascot may not be applicable to the naming policy. The Advisory Board discussed the option of associating the School District mascot with a City Park. The Board felt that the City Parks should remain associated with the City through names that meet the park naming guidelines. Although Shakopee School District is a very significant part of Shakopee, naming a city park after the school mascot would provide the image that the park is a school district park. The Advisory Board declined to recommend this application. RELATIONSHIP TO VISION C. Great Place for Kids to Grow Up REQUESTED ACTION 1. Offer Resolution No. 6690, A Resolution of the City of Shakopee, Minnesota Naming the "Autumn Hill Neighborhood Park," formerly known as Valley Creek Crossing (located at 1956 Evergreen Lane). 2. Offer Resolution No. 6691, A Resolution of the City of Shakopee, Minnesota Naming the "Clover Leaf Neighborhood Park," formerly known as Greenfield West (located at 2777 Crane Street). 3. Direct Staff to prepare a resolution naming Saber Ridge Park and indicate which park shall be named as such. 4. Deny all three park naming applications, or 5. Table action on any of the park names and direct staff to return with additional requested information. RESOLUTION NO. 6690 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA NAMING AUTUMN HILL NEIGHBORHOOD PARK WHEREAS, on February 7,2007, the City Council adopted Resolution No. 6174, which established procedure officially adopting park names; and WHEREAS, Resolution No. 6174 specifies that park names shall be adopted by City Council Resolution; and WHEREAS, there has been an application to name the Valley Creek Crossing Park, located at 1956 Evergreen Lane, in resemblance of the conservation easement in which it lies; and WHEREAS, such a naming is consistent with the Naming Policy Naming Guidelines, Part 1, D. names for site features, wildlife or other natural ideas, when site specific, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the park formerly called Valley Creek Crossing Park, located at 1956 Evergreen Lane, be named Autumn Hill Neighborhood Park. Schmitt Mayor of the City of Shakopee ATTEST: City Clerk CITY OF SHAKOPEE Memorandum To: Park and Recreation Advisory Board From: Jamie Polley, Director of Parks, Recreation & Natural Resources Subject: Call for Park Naming-Update Date: October 22, 2007 INTRODUCTION This is an update on the citywide "Call for Park Names" for recently completed, un-named city parks. BACKGROUND At the June 25th meeting of the Advisory Board, opening a citywide "Call for Park Names" was recommended in order to begin the park naming process for recently completed parks which do not yet have official names in preparation for the park signage project to begin next year. On October 2, 2007 the City Council approved the request by the Miss Shakopee Ambassadors by offering Resolution No. 6651 A Resolution of the City of Shakopee, Minnesota Naming Ambassador Neighborhood Park (formally Countryside NE Neighborhood Park). A number of parks remain to be named. The call for Park names was posted on the city website, press releases were sent out, and it was advertised in the Shakopee Valley News. At the August 2ih meeting staff and the Advisory Board discussed additional ways to obtain proposals for park names. Since the last meeting three additional park naming applications have been received. The parks, which currently are temporarily named for their developments, include the following: . Blakewood Estates (Church Addition) (Rymark Court) . Countryside Northwest (Hackney Ave.) . Countryside Southwest (Caspian Lane) . Glacier Estates (Portage Lane East) . Greenfield West (Independence and Crane) . Providence Westchester (1ih Ave and Valley View) . Savannah Oaks (Oxford Rd. North) . Valley Creek Crossing (Evergreen Lane) The three applications received were submitted from the Shakopee Super Seekers 4-H Club. The members, ages 5-18, and their parents brainstormed a variety of names for Shakopee's parks. Approximately 40 youth and adults participated in this activity. The group chose three parks to name. In addition to the three applications the 4-H group also included the entire list of names that were the result of their brainstorming activity. This list is attached. Application A -Holstein Park or Autumn Hill Park This application, attached, is an application to name Valley Creek Crossing Park located on Evergreen Lane to be named Holstein (classification) Park or Autumn Hill (classification) Park. Holstein Park represents the land use prior to the park development. Holstein cattle once grazed the land of this area. Autumn Hill Park represents the forestry of the area. The forest prior to development was a Maple Basswood forest. In addition, the park is located within a conservation easement that contains beautiful colors in the fall. Autumn Hill (classification) Park Application B- Clover Park This application, attached, is an application to name Greenfield West Park located at Independence and Crane or Providence Pointe/Westchester Park located at 1 ih Ave and Valley View Rd., Clover (classification) Park. Relationship to the namina policv: The naming policy allows names for site features, wildlife or other natural ideas. The guidelines are included below: D. Names of for site features, wildlife or other natural ideas, when site specific. The name of Clover (classification) Park has relationship to the naming policy as listed above for the Greenfield West site. The Greenfield West site contains the shape of a clover and is designed with four (4) large overlapping circular areas. The park also contains a large prairie planting area. In addition to the park site the application for Clover (classification) Park represents the symbol of the 4-H group. The naming policy does not specifically address names in honor of groups. However, this application can be considered similar to the Ambassador Neighborhood Park application. Adopt-A-Park The park naming process has proven to be a program (when applicable) where community organizations can become involved in maintaining the parks. A program to help facilitate the needs and maintenance of the parks is an Adopt-A-Park program. The Adopt-A-Park program that was discussed at a previous Advisory Board meeting is being researched. Staff will continue to evaluate the possibility and benefits of implementing the Adopt-A- Park program within the City of Shakopee. The program will be presented to the Advisory Board at a later date. STAFF RECOMMENDATION AND REQUESTED ACTION 1. Staff requests that the Parks and Recreation Advisory Board discuss and recommend or not recommend park naming applications for: A. Autumn Hill Park or Holstein Park and, B. Clover Park and, C. Saber Ridge Park, Saber Tracks Park or Saber Claws Park All of which should include a recommendation on which of the un-named park sites should be given that name and which classification (neighborhood park or tot lot) should be included in the park name. 2. Staff also requests that the Advisory Board consider other park names, which may include the names generated by Shakopee's youth, or Development or plat names, if the Advisory Board chooses. 3. Staff also seeks direction from the Advisory Board on continuing the park naming process. PARK NAMING POLICY 1. A. The Purpose of the naming policy is to develop place names that are: . Unique. Unique names are identifiable to a specific place and do not duplicate or are not confused with existing names in City of Shakopee or neighboring areas. . Meaningful. Names may reference natural features or landmarks, local historic events or persons with historic significance, locally or nationally. . Inclusive. Names shall be selected in a public adoption process. They shall be respectful of all people and cultures and reflect positive values acceptable to the community as a whole. B. Donor Naming may be considered on a case by case basis. Donor naming agreements may include provisions for ongoing and special maintenance costs, such as the renovation of a facility. Donor naming may also have specific terms for discontinuation or termination and shall be adopted by City Council resolution. C. Fundraising campaigns for dedicating memorial amenities, such as benches, pavers or trees, shall be approved as a campaign by the Park and Recreation Advisory Board and City Council under the existing Donation Policy concurrent with park improvements or new park developments. Wording on memorial features shall follow the naming guidelines in this policy. 2. Application Process: A. The process may be initiated in the following ways: i. By public announcement by the Park and Recreation Advisory Board in local papers or the city's website or in conjunction with neighborhood design process. ii. By application by a landowner, donor, group, or resident. B. A Naming Request Form shall be completed which will include: i. Location of Park or feature to by development / addition, and street frontage(s). ii. Person/organization requesting the name and their contact information. iii. Proposed name and up to two alternates, if desired. iv. Explanation of name meaning(s), including translation, or biographical information if the name is honoring a person or people. v. Description of process involved in choOSing the proposed name and what type of public involvement was used. 3. Review Procedure. A. Applications shall be submitted to the Park and Recreation Department, and reviewed by staff for completeness and accuracy. A naming request made as a part of the development process, may be submitted by the developer with a plat application. If not, the Park and Recreation Advisory Board will begin the process by a public announcement as in 2.) A. i, above. B. Requests are presented by staff to the Park and Recreation Advisory Board in a regular scheduled meeting. C. The Park and Recreation Advisory Board shall discuss the Naming Request and recommend or not recommend it to the City Council. They may also table the request for due consideration before voting on it. D. The City Council will hear and vote on the Park and Recreation Advisory Board recommendation. The City Council shall have final authority on all Park Naming Requests. All park names shall be adopted by Resolution by the City Council.
