INTRODUCTION:
Attached is Resolution No. 6678, a resolution which adopts the assessment for the above
referenced proj ect.
BACKGROUND:
This project has essentially been completed and all project costs identified. The final
project cost is $1,497,829.17, which consists of construction costs, financing costs and
engineering/administration costs. A breakdown of the project costs are as follows:

Milwaukee Manor Assessments $ 15,578.80
City (Storm Sewer) $ 143,244.93
City (Tax Levy) $ 597,588.19
City (Sanitary Sewer) $ 227,491.96
SPUC $ 277.400.71
TOTAL $1,497,829.17
City policy is to assess 30% of the project costs for street reconstruction to the benefiting
properties. Street improvements were assessed on a unit basis. The assessment rate per
unit is $2,610.65. Lots assessed within the last 15 years were credited, per Council
direction from the March 6, 2007 City Council meeting. The City of Shakopee paid
100% of the sanitary sewer and storm sewer costs. Shakopee Public Utilities paid 100%
of the watermain costs.
Attached to this memo is the assessment roll for Council consideration and adoption, and
a map of the project area.

A presentation of the final costs and assessments will be made at the Council meeting.

RESOLUTION NO. 6678
A Resolution Adopting Assessments
For The 2007 Street Reconstruction
Project No. 2007-2
WHEREAS, pursuant to proper notice duly given as required by law, the City Council of
the City of Shakopee met and heard and passed upon all objections to the proposed assessments of:
(jI Main Street - 6th Avenue to 10th Avenue
. 6th Avenue - Spencer Street to Main Street
. 7th Avenue - Spencer Street to Market Street
. 8th Avenue - Spencer Street to Market Street
. Dakota Street - 3rd Avenue to Milwaukee Road
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA:
1. That such proposed assessment together with any amendments thereof, a copy of which
is attached hereto and made a part hereof, is hereby accepted and shall constitute the special
assessment against the lands named herein and each tract therein included is hereby found to be
benefitted by the proposed improvements in the amount of the assessments levied against it.
2. Such assessments shall be payable in equal annual installments extending over a period
of ten years, the first installment to be payable on or before the first Monday in January, 2008, and
shall bear interest at the rate of 5.45 percent per annum from the date of the adoption of this
assessment resolution. To the first installment shall be added the interest on the entire assessment
from the date of this resolution until December 31, 2008 and to each subsequent installment when
due shall be added the interest for one year on all unpaid installments.
3. The owner of any property so assessed may, at any time prior to certification of the
assessment to the County Auditor, pay the whole of the assessment on such property, with interest
accrued to the date of payment, to the City Treasurer, except that no interest shall be charged if the
entire assessment is paid within thirty (30) days from the adoption of this resolution; the owner
may thereafter pay to the County Treasurer the installment and interest in process of collection on
the current tax list, and may pay the remaining principal balance of the assessment to the City
Treasurer.
4. The Clerk shall file the assessment rolls pertaining to this assessment in her office and
shall certify annually to the County Auditor on or before November 30th of each year the total
amount of installments and interest on assessments on each parcel of land which are to become due
in the following year.

are not appropriate, please reconsider the policy of decreasing existing street width on future
reconstructed streets. The City Engineering Department has decreased the street width without
providing any walking paths.
rm A venue and Main Street border Hiawatha Park. There are numerous youth activities happening
there all year long. Within Hiawatha Park there is a path parallel to 7th Avenue, however that is
the only path throughout the proj ect. rm A venue has been the scene of some serious injury
accidents. To walk these streets, with curbside parkiI!-g, requires that pedestrians walk in the
traffic lanes.
The contractor, Chard Tiling and Excavating and our City construction observer, Ryan Halverson

Letter of Appeal
To whom it may concern:
James and Candice Mack living at 835 4th Avenue East, Shakopee appeal the assessment
of$711.05 for construction of Dakota Avenue. Why are the residents who live on this
street subject to pay this amount when it is a public road that is used quite frequently by
many motorist, some that obey the speed limits and other that do not. Since it is a public
road why isn't everyone is Shakopee being a assessed. I think I know the reasoning;
because I use the road on a regular basis and I directly benefit the use of this, but I still
have to pay taxes on schools, and other construction projects that I don't use. That's
where it is not fair. Secondly I have been trying to sell my home since April therefore it
would be a high price to pay for something I wouldn't even get to use. Thank you for
taking the time to read this letter.
