INTRODUCTION:
City Council is asked to approve an off-site gambling application in order that the Shakopee
Hockey Association may conduct gambling activities (pull-tabs and tipboards) at their fall
festival on November 10, 2007.
BACKGROUND:
The Shakopee Hockey Association is making application to conduct off-site gambling (pull-tabs
and tipboards) during their fall festival on November 10, 2007. The fall festival will be taking
place at the Turtles Social Hall, 212 South Lewis Street. The permit will ultimately be issued by
the State Gambling Control Board. When application is made, the Board requires that the local
unit of government pass a resolution specifically approving or denying the application.
The Hockey Association also has a premises permit to sell pull-tabs at the Pullman Club. They
are in compliance with the city code which requires that 75% of the proceeds from gambling be
spent within the City's trade area.
RECOMMENDED ACTION:
Offer Resolution No. 6692, A Resolution of the City of Shakopee, Minnesota Approving an
Application from the Shako Valley Amateur Hockey Association to Conduct Off-Site Gambling,
and move its adoption.

A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
APPROVING AN APPLICATION FROM THE SHAKO V ALLEY AMATEUR
HOCKEY ASSOCIATION TO CONDUCT OFF-SITE GAMBLING
WHEREAS, the 1990 legislature adopted a law which requires municipal approval in
order for the Gambling Control Board to issue or renew premises permits and issue off-site
gambling permits; and
WHEREAS, the Shako Valley Amateur Hockey Association is seeking permission to
conduct off-site gambling on November 10,2007 for a fund raising event at their fall festival, at
Turtles Social Hall, 212 South Lewis Street, Shakopee, Minnesota.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA:
That the application from the Shako Valley Amateur Hockey Association to conduct off-
site gambling at Turtles Social Hall, 212 South Lewis Street, Shakopee, Minnesota, is hereby
approved.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this th day of November, 2007.
