INTRODUCTION:
The City Council is asked to approve the promotion of City Hall Receptionist Carmela Nascene
to the position of Administration Department Office Service Worker.
BACKGROUND:
Following the retirement of Executive Secretary Toni Huber, the Council authorized staffto
begin the hiring process for a part-time Office Service Worker to provide administrative and
clerical support to the City Administrator and other staff in the Administration Department. The
position was posted internally and staff is recommending that Carmela Nascene be promoted to
the new position.
Carmela has served as the afternoon receptionist at City Hall since October of 2006. She has
received positive performance reviews from her supervisor and is interested in taking on new and
additional challenges while continuing to work part-time.
In addition to the promotion of Ms. Nascene, we are seeking Council approval for two schedule-
related changes for the position. The new office service worker position was originally put
together as a half-time or 20 hours per week job, with a scheduleof9:30 a.m. to 2:00 p.m. After
speaking with Ms. Huber prior to her retirement and assessing which hours of the day she was
the busiest, we are now looking to have this position work afternoon hours. Secondly, Carmella
currently works for the City for 4.75 hours per day. After consulting the amount budgeted for
this position, we find that the funds are available to have the Office Service Worker work five
hours a day for a total of 25 hours per week and staff is confident that there is enough work to fill
five hours per day.
Lastly, it is recommended that Ms. Nascene's promotion be effective once the position of
afternoon receptionist has been filled.
RECOMMENDATION:
Staff recommends that the City Council authorize appointing Carmela Nascene to the position of
Administration Department Office Service Worker, at Step E of Grade 3 ($16.732 per hour) of
the city pay plan, with a work schedule of25 hours per week, and subject to a one-year
probationary period. Due to the fact that Ms. Nascene is a current Department employee, no pre-
employment screenings are required.

public services, thereby contributing to a vibrant, resilient and stable city (Goal D).
ACTION REQUESTED
If it concurs, the Council should offer a motion to appoint Carmela Nascene to the position of
Office Service Worker for the Administration Department, at Step E of Grade 3 of the city's pay
plan, with a work schedule of 25 hours per week and an effective date to be established once the
position of afternoon receptionist has been filled; and to direct staffto begin the hiring process to
fill the afternoon receptionist position.
2
