' eS1 TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Ordering Feasibility Report for 2008 Bituminous Overlay Project DATE: November 7, 2007 INTRODUCTION: Attached is Resolution No. 6681, which orders the feasibility report to be prepared for the 2008 Bituminous Overlay Project. BACKGROUND: Staff has completed the review of the proposed 2008-2012 Capital Improvement Program, which includes a bituminous overlay project for various streets throughout the City. These streets have deteriorated and are candidates for a bituminous overlay, which would extend the life expectancy of the streets. Attached are the CIP sheets identifying the proposed study area for the 2008 Bituminous Overlay Project. In the feasibility report, staff will investigate street rehabilitation along with utility repairs. AL TERNA TIVES: 1. Adopt Resolution No. 6681. 2. Deny Resolution No. 6681. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, so that the proposed bituminous overlay project feasibility study can be initiated for possible construction. ACTION REOUESTED: Offer Resolution No. 6681, A Resolution Ordering a Feasibility Report for the 2008 Bituminous Overlay Project and move its adoption. <ifff ~ Jeff Weyandt Assistant City Engineer JW/pmp ENGRl2008PROJECTS20080VERLA Y/WORDIMEM6681-0RDERING-FEASmILITY RESOLUTION NO. 6681 A Resolution Ordering The Preparation Of A Report For Improvements For The 2008 Bituminous Overlay WHEREAS, it is proposed to improve Industrial Boulevard North, Industrial Boulevard South, Vierling Drive (from CSAH 16 to Limestone Drive), Jade Circle, Jasper Road, Hauer Trail, Emerald Lane, Diamond Court, Limestone Drive, Berg Drive, Onyx Drive, Heritage Drive (north of Onyx Drive), Murphy Drive, Murphy Court, Eastview Circle and Prairie Street by reconstruction of bituminous paving and all appurtenant work and to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce Loney, Public Works Director, for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
