SUBJECT: Ordering Feasibility Report for 2008 Street Improvements Project

INTRODUCTION:
Attached is Resolution No. 6680, which orders the feasibility report to be prepared for the
following streets:
. Norton Drive
. Sycamore Circle
. Mulberry Circle
. All of the streets in the Eaglewood Additions
. All of the streets in the Timber Trails Addition
. Stonebrooke Drive
BACKGROUND:
Staff has completed the review of the proposed 2008-2012 Capital Improvement Program
which includes street preservation projects on the streets listed above.
The above streets have deteriorated and are candidates for bituminous reclamation or
overlay.
Attached is the CIP sheet identifying the proposed study area for the 2008 Street
Improvements Project. In the feasibility report, staffwill investigate street rehabilitation.

1. Adopt Resolution No. 6680.
2. Deny Resolution No. 6680.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, so that the proposed 2008 Street Improvements
Project feasibility study can be initiated for possible construction.
ACTION REOUESTED:
Offer Resolution No. 6680, A Resolution Ordering a Feasibility Report for the 2008
Street Improvements Project and move its adoption.

RESOLUTION NO. 6680
A Resolution Ordering The Preparation Of A
Report On An Improvement To
The 2008 Street Improvements Project
WHEREAS, it is proposed to improve Norton Drive, Sycamore Circle, Mulberry Circle,
all the streets in the Eaglewood Additions, all the streets in the Timber Trails Addition and
Stonebrooke Drive by bituminous reclamation and bituminous overlay and all appurtenant work
and to assess the benefitted property for all or a portion of the cost of the improvement, pursuant to
Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.

Addition. And a bituminous overlay of Stonebrooke Drive.
Justification:
To rehabilitate bituminous street pavements that have severely deteriorated or
are in need of resurfacing.
Other Comments:
Sewer may be available to the Timber Trail Addition in the next 5 years. Staff
has not had any indication that the property owners are interested or are willing
to pay for the extension of sewer and water. The proposed project will add 15
years of life to the existing streets. The extension of utilities can be evaluated
again around 2023.
