E,l- , TO: Mayor and City Council Mark McNeill, City Administrator FROM: Ed Schwaesdall, Fire Chief Kris Wilson, Assistant City Administrator SUBJECT: Approval of Job Descriptions for Part-Time Fire Department Officers DATE: October 12, 2007 Introduction The City Council is asked to adopt the attached job descriptions for the part-time Fire Department positions of Assistant Chief, District Chief, Training Chief, Captain, Lieutenant, Engineer, Assistant Engineer and Firefighter. Background For many years, the Shakopee Fire Department has operated under by-laws (included as an attachment to Agenda Item 13.D.1), which outline the qualifications for and duties of the various positions within the Fire Department. Through training sessions offered by the League of Minnesota Cities, the City has learned that as a City department, the Fire Department should not have its own bylaws and that this information needs to be transferred to actual job descriptions for each position. The proposed job descriptions were developed based on the expectation that a full-time Fire Chiefwill be hired in 2008. An organizational chart showing the proposed chain of command is attached. Replacing the bylaws with departmental policies and job descriptions now is intended to make for an easier transition to a full-time chief and provide a command staff that can assist the full- time Chief as he or she becomes oriented to the position. Obviously, once the individual hired as full-time Chief has an opportunity to assess the Department, he or she may present Council with recommendations for changes to these job descriptions in order to structure the Department as he or she sees fit. The attached job descriptions include the position of District Chief, which will take the place of what are currently called 1 sl and 2nd Assistant Chiefs. Also included is a job description for a Training Chief, rather than the Training Officer/Captain position we currently have. This elevation of the training responsibilities to a chief position is intended to reflect both the amount of work and the importance of the work undertaken. Lastly, the attached job descriptions include the new position of Lieutenant. Chief Schwaesdall is proposing the addition of this as an un-paid officer position that will provide an entry-level opportunity for firefighters to gain leadership and command experience within the Department. Finally, it should be noted that the minimum qualifications for the position of firefighter are somewhat different in the proposed job description than what has been past practice. Past practice has been that in order to be eligible for a firefighter position, the applicant must: Live within a 6-mile radius of a current fire station or a proposed site of a future fire station and be within the Shako pee, Louisville & Jackson Township Fire District. Must work within a 10-mile radius of the fire station or have the ability to respond within 15 minutes of the initial fire call. Again, the League of Minnesota Cities has advised that the only legal requirement of this type is a response time requirement. Therefore, the proposed firefighter job description includes only that individuals "must reside with-in a 10 minute response time of an existing or planned Fire Station." Budgetary Impact There is no immediate budgetary impact as a result of this action. However, a resolution establishing the salaries for part-time officers ofthe Fire Department will be brought before the Council at a future meeting. It is the Chiefs intention that the total requested salary amount for part-time officers under this adjusted structure will be the same as the total salary amount paid out for part-time officers under the current structure. This protection is offered by applying fire suppression rpethods to control and stop property damage, by saving lives through rescue from fire or other hazardous environments, and through safety inspections, and public fire safety education to prevent fires. Firefighters respond to emergency calls to provide efficient and immediate care to the critically ill and injured. ESSENTIAL DUTIES AND RESPONSIBILITIES: . Responds to his/her assigned station for emergency incidents within the Shakopee Fire District and other communities of the Mutual Aid Association. . Selects, drags, li fts and carries ho&e and nozzle depending on type of fire, and correctly applies a stream of water or chemicals onto fire. . Positions and climbs ladders to gain access to upper levels of buildings or to assist individuals from burning structures. . Creates openings in buildings for ventilation or entrance, using ax, chisel, crowbar, power saw, or other power equipment. . Protects property from water and smoke by use of positive' pressure ventilation, waterproof salvage covers, smoke ejectors, and deodorants. . Administers First Aid and CPR to injured persons and those overcome by fire and smoke. . Communicates with fellow firefighters and superior officers at emergency scenes, using portable two-way radio. . . Wears appropriate protective clothing and equipment to include self-contained breathing apparatus (SCBA) depending on potential hazard exposure. . Helps to maintain apparatus and equipment as part of a team under the supervision of an officer. . Attends regular weekly training sessions and meetings to maintain and upgrade firefighting skills. . Actively participates in drills, demonstrations and courses in hydraulics, pump operation and maintenance, firefighting techniques, and annual SCBA training. . Completes training curriculums as set forth by the Training Chief. . When victims need extrication from entrapment, the firefighter assesses the extent of injury and gives emergency care and protection to the entrapped patient and uses the prescribed techniques and appliances for removing the victim safely. . Responds to emergency incidents that may include hazardous materials and has the ability to properly which identify hazardous materials may be present. . In the absence of an officer, assumes the duties and responsibilities of the Chief according to the chain of command of the Shakopee Fire Department. . Serve on various Department cominittees as appointed or elected. REQUIRED KNOWLEDGE, SKILLS & ABILITIES: . Must successfully complete and pass Firefighter 1 and Firefighter 2 classes and pass Minnesota State Firefighter Certification for Firefighter 1 and Firefighter 2 within the initial probationary period. . Must successfully complete and pass First Responder and obtain First Responder State Card within the initial probationary period. . Must obtain Hazardous Awareness and Operations Certification within the initial probationary period. . Must successfully complete the annual Department-specified medical examination. . Must be able to drive and/or operate Fire Department apparatus. . Ability to understand and communicate using non-technical written or spoken English. Knowledge of English grammar and vocabulary. . Ability to read fire protection textbooks; complete written reports using proper spelling, grammar and punctuation; and speak appropriately to individuals and small groups in both public and private settings. ATTENDANCE REQUIREMENTS: ' . Must attend regularly scheduled Monday drills and Department meetings. . Must maintain a total attendance record of no less than 35% per quarter, as specified in Department Attendance Policy. MINIMUM QUALIFICATIONS: . High school diploma or GED. . Valid Minnesota driver's license. . Must be at least 18 years of age. . Must reside with-in a 10 minute response time of an existing or planned Fire Station. . Post secondary or technical college courses in firefighting desirable. PHYSICAL DEMANDS & WORKING CONDITIONS: The firefighter position must be able to complete and endure the following: . Spend excessive time outside exposed to the elements. . Tolerate extreme fluctuations in temperature while performing firefighting duties . PerfoDn physically demanding work in hot, and humid atmospheres while wearing equipment that significantly impairs body-cooling mechanisms. . Experience .frequent transition from hot to cold and from humid to dry atmospheres. . Work in wet, icy, muddy areas, and uneven terrain. . Perform a variety of tasks on slippery, hazardous surfaces such as on rooftops or from ladders. . Work in areas where sustaining traumatic or thermal injuries is possible. . Face exposure to carcinogenic dusts such as asbestos, toxic substances such as hydrogen cyanide, corrosives, carbon monoxide, or organic solvents either through inhalation or skin contact. '. Be exposed to grotesque sights and smells associated with major trauma and burn victims. . Operate in environments of high noise, poor visibility, limited mobility, at heights, and in enclosed or confined spaces. . Use manual and power tools in the performance of duties. . Rely on senses of sight, hearing, smell, and touch to help determine the natllIe of the emergency, maintain personal safety, and make critical decisions in a confused, chaotic, and potentially life-threatening environment through-out the duration of operation. . ESSENTIAL DUTIES AND RESPONSIBILITIES: . Responds to his/her assigned station for emergency incidents within the Shakopee Fire District and other communities ofth.e Mutual Aid Association. . Assists in overseeing the maintenance and repairs of all apparatus and equipment of the Fire Department. . Assists in maintaining inventory of all maintenance equipment and tools of the Fire Department. . Assists in preparation and maintenance of a preventative maintenance schedule of all apparatus of the Fire Department. . Keeps records in accordance with applicable standards. . Performs other duties or tasks as assigned. . Performs the duties of the Engineer in his/her absence. REQUIRED KNOWLEDGE, SKILLS & ABILITIES: . Coordinates t~e maintenance and repair of all Fire Department apparatus and equipment. SUPERVISION EXCERCISED: This position perfonns varying roles of supervision over the 1 st and 2nd Assistant Engineers. ESSENTIAL DUTIES AND RESPONSIBILITIES: · Responds to his/her assigned station for emergency incidents within the Shakopee Fire District and other communities of the Mutual Aid Association. · Oversees the maintenance and repair of all apparatus and equipment of the Fire Department. · Serves as a liaison to the Mechanics in the Public Works Department regarding the scheduling and maintenance/repair needs of Fire Department vehicles. . · Maintains an up-to-date inventory of all maintenance equipment and tools of the Department. · Prepares and implements a preventative maintenance schedule for all Department apparatus. · Schedules armual pump test for Department apparatus. · Assists with the development of assigned station operating budget, assigned station capital equipment budget, and other miscellane<;ms station equipment requests. · Keeps records in accordance with applicable standards. · Participates in regular Department officer meetings. · Recommends the firefighters to hold the Assistant Engineers positions to the Chief for an appointment. · Performs other duties or tasks as assigned. Responsible for overseeing assigned station operations and providing work direction and general supervision to subordinate officers. Assists the Chief and Assistant Chief in the management of personnel, facilities, vehicles and equipment of the Fire Department. ESSENTIAL DUTIES AND RESPONSIBILITIES: . Responds to emergency incidents within the Shakopee Fire District and other communities of the Mutual Aid Association, and assumes command as necessary or appropriate. . Manages and evaluates personnel at the scene of emergencies and other settings. . Reviews attendance for emergency incidents, training sessions, and other required sessions for all individuals at assigned station. . Assists and participates in matters of assigned station discipline, morale, and enforces department procedures and guidelines. . Develops or assists with developing assigned station operating budget, assigned station capital equipment budget, and other miscellaneous station equipment requests. . Coordinates the paperwork for firefighters injured on duty and assures required fonns and documents are complete. . Additional experience as a paid-on-call firefighter or other public safety emergency responder is desirable . Employee in good-standing of the Shakopee Fire pepartment . Must meet a 42% annual attendance requirement for fire calls. SPECIAL REQUIREMENTS . Proof of training for Company Officers through a technical College within 1 year of selection. PHYSICAL DEMANDS & WORKING CONDITIONS: The District Chief position is a combination of work performed in an office environment and on- site work at emergency scenes. The District Chief is required to meet all requirements and perform all duties of a firefighter. CITY of SHAKOPEE JOB DESCRIPTION POSITION: TRAINING CHIEF . STATUS: PART -TIME DEPARTMENT/DIVISION: FIRE REPORTS TO: FIRE CHIEF JOB SUMMARY: Responds to assigned station for emergency incidents. Has general supervision over subordinate officers and is responsible for administrative work involving personnel training. Develops and coordinates weekly training sessions for all firefighters. Also assists with proper documentation, and record keeping for all firefighters. This position also assists the Chief, Assistant Chief and District Chiefs in the management of personnel, facilities, vehicles and equipment of the Fire Department. SUPERVISION RECEIVED AND EXCERCISED: This position is responsible for the supervision of all firefighters during training sessions and for general supervision over subordinate officers at emergency scenes. ESSENTIAL DUTIES AND RESPONSIBILITIES: . Responds to assigned station for emergency incidents within the Shakopee Fire District and other communities of the Mutual Aid Association; assumes command as necessary or assigned. . . Oversees all Department training activities to ensure compliance with all appropriate training standards and regulations (i.e., OSHA rules and regulations, NFP A guidelines, etc.) . CITY of SHAKOPEE JOB DESCRIPTION POSITION: ASSISTANT FIRE CHIEF STATUS: PART-TIME DEPARTMENT/DIVISION: FIRE REPORTS TO: FIRE CHIEF JOB SUMMARY: This position manages or oversees various programs within the Fire Department including the training and safety programs; special response teams and the coordination of vehicles, equipment and facility maintenance. Responds to emergency incidents and assumes command as necessary or assigned. Assists the Fire Chief with the overall operation and management of the Department. SUPERVISION RECEIVED AND EXCERCISED: Work is perfom1ed independently under the general direction of the Fire Chief. Performs varying fonl1s of supervision and work direction for paid-on-call firefighters and fire officers at emergency scenes and in other settings. ESSENTIAL DUTIES AND RESPONSIBILITIES: . Responds to emergency incidents within the Shakopee Fire District and other communities of the Mutual Aid Association and assumes command as necessary or appropriate. . Manages and evaluates personnel at the scene of emergencies and other settings. . Manages and administers the Fire Department's safety and health program. . Oversees the special response teams of the department, including the HazMat, Water, High Level and Confined Space teams. . Coordinates and organizes emergency standby crews, as directed by the Fire Chief. . Assists in determining cause and origin of the fire upon extinguishment, prepares reports as required. . Assists in plam1ing, directing, and managing the operation of the fire department, coordinates functions and activities through reviews with subordinate officers, and develops long-term plans for improving and attaining more effective operations. . Assists in the supervision of such administrative matters as the assignment of personnel, the requisitioning of materials, supplies, equipment and apparatus, the preparation of the annual budget, and the maintenance of adequate records. · Participates in civic programs, fire prevention and fire safety programs. · Attends Scott County Fire Chief meetings on a regular basis. · Assists subordinate officers with carrying out their job responsibilities. · Perfom1s other duties or tasks as assigned. REQUIRED KNOWLEDGE, SKILLS & ABILITIES: · Operations, services and activities of the Fire Department · Principles, practices and methods of comprehensive fire suppression, hazardous materials, emergency response, safety and injury prevention, and emergency medical services. · Principles of supervision, training and performance evaluation. · City and Fire Department personnel policies and procedures. · Considerable knowledge of fire prevention methods and area ordinances and regulations relating to fire prevention. · Considerable knowledge of the location of streets, fire hydrants, and other types of buildings construction, sprinklers, and detection devices, usages, and special hazards in the community. .
