No. 6672 I, CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Assessment Hearing for Pike Lake Road and Street "A" Improvements, Project No. 2007-3 DATE: October 16,2007 INTRODUCTION: Attached is Resolution No. 6672, a resolution which adopts the assessment for the above referenced project. BACKGROUND: This project has essentially been completed and all project costs identified. The final project cost is $668,067.04, which consists of construction costs, financing costs and engineering/administration costs. A breakdown of the project costs are as follows: DescriDtion Amount Assessments City (CIF) City (Sanitary Sewer) SPUC $ 548,051.64 $ 68,886.40 $ 2,658.00 $ 48.471.00 TOTAL $ 668,067.04 City policy is to assess the benefiting property for 100% of the project costs for construction of a local street, sanitary sewer and watermain with the City paying for street and sanitary sewer oversizing costs and Shakopee Public Utilities paying for watermain oversizing costs. Street lighting costs are assessed 50% with the City paying 50%. Per an assessment agreement, Tollefson Development will be paying 100% of the assessable costs. Attached to this memo is the assessment roll for Council consideration and adoption, and a map of the project area. A presentation of the final costs and . assessments WIl1 be made at the fl ~1 . I L- (0"~tJ~lb \,l ,J Jeff Weyandt Assistant City Engineer JW/pmp ENGR/2007PROJECT/PIKE-LAKE-ROAD/WORD/MEM6672 RESOLUTION NO. 6672 A Resolution Adopting Assessments For Pike Lake Road And Street "A" Improvements Project No. 2007-3 WHEREAS, pursuant to proper notice duly given as required by law, the City Council of the City of Shakopee met and heard and passed upon all objections to the proposed assessments of: Pike Lake Road, from CSAH 16 to 1100 feet south and Street" A" 425 feet west of Pike Lake Road NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF S~OPEE,MINNESOTA: 1. That such proposed assessment together with any amendments thereof, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named herein and each tract therein included is hereby found to be benefitted by the proposed improvements in the amount of the assessments levied against it. 2. Such assessments shall be payable in equal annual installments extending over a period often years, the first installment to be payable on or before the first Monday in January, 2008, and shall bear interest at the rate of 5.45 percent per annum from the date of the adoption of this assessment resolution. To the first installment shall be added the interest on the entire assessment from the date of this resolution until December 31, 2008 and to each subsequent installment when due shall be added the interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is paid within thirty (30) days from the adoption of this resolution; the owner may thereafter pay to the County Treasurer the installment and interest in process of collection on the current tax list, and may pay the remaining principal balance of the assessment to the City Treasurer. 4. The Clerk shall file the assessment rolls pertaining to this assessment in her office and shall certify annually to the County Auditor on or before November 30th of each year the total amount of installments and interest on assessments on each parcel of land which are to become due in the following year.
