INTRODUCTION
This agenda item seeks approval to purchase the proposed in house sound system for
use at the Huber Park Performance Area,
BACKGROUND
The City of Shakopee has $50,000 budgeted in 2007 to acquire a 'house' sound and
light system for use at Huber Park. In the spring of 2007, Council authorized a
resolution to purchase items via State contract, of which Tierney Brothers, Inc. is
included.
Tierney Brothers, Inc. was consulted with by the City during the design stage of Huber
Park and the City has since worked with them to design a sound system that will provide
sufficient sound coverage, is relatively easy to set up and that provides versatility for a
variety of events that includes: Weddings, private and public music events, theater
productions, religious engagements and more.
The performance area was designed to implement a mid audience sound board location
with lines run underground via conduit to a digital snake input at stage level. This digital
snake system has already been purchased by the City at a cost of $7,114. Portable
lighting components were also purchased at a cost of $2,195.63. Both were used to
facilitate events such as the Shakopee 150th Celebration and Battle of the Bands.
SUMMARY
The attached proposal/quotation contains a general description of the proposed sound
system provided by Tierney Brothers, Inc. It gives an overview of useful details that will
convey a good understanding of the overall system.
Some features that make it appealing to staff include: The system is an active (self
powered) one that will not require a separate amp rack at the stage level, aiding in ease
of set up and decreasing the number of cords that need to cross the stage. It contains
components that roll on casters, which will help with moving equipment from the support
building to the stage. It allows a 'simplified' setup at stage level, complete with CD
player and wireless microphone, to facilitate smaller events such as weddings. The
number of monitors, mics and mic stands are sufficient for most events.
A second pair of main speakers and subwoofers will also be purchased. This will allow
for enhanced low frequency capabilities and the ability to increase overall sound
coverage. This can be of value when facilitating an event with a large crowd (one pair
of speakers get directed at the lower crowd level and one to the crowd seated higher)
and! or for bands that contain bass and drum components. This system would be closely
representative of the system that was utilized during Shakopee 150th events.

on the Tierney Bros. attachment. Speakers, components, mics, stands, etc. Also,
included is the second pair of main and subwoofer speakers, along with poles,
hardware, cable and installation.

Staff requests Council approval to purchase the proposed house sound system and
second pair of speakers (including estimated shipping and sales tax) in the amount of
$30,909.85. Approval of this request would result in the Huber Park Sound and Light
System total expenditure (including to date expenditures) to be in the amount of
$40219.48. This is $9,780.52 under the budgeted amount of $50,000.

On behalf of Tierney Brothers Inc. (TBI), I am pleased to provide you with the following proposal to install a full audio system.
This letter summarizes the scope of services to be performed by TBI.
SCOPE OF SERVICES
TBI is a leader in audio, visual, and video teleconferencing presentations. Our mission is to provide state of the art products and
offer unparalleled customer service. This proposal has been prepared by combining your requirements with our experience to
produce results that meet your needs today and will be flexible for tomorrow.
General DescriDtion:
The sound system is designed as a portable modular system composed of stage equipment and equipment located at the
audience sound mixing position. For larger events It will be capable of 32 audio inputs from the stage including a wireless
microphone, mixing and processing at the mid-audience position and returning the mixed audio to a full range stage mounted
speaker system. Additionally the system will be configurable for smaller scale events where it is not necessary to mix from the
audience position and where a small number of mic/aux inputs is needed. In this reduced operating mode, a portable audio
mixer used onstage, will mix up to six microphone/aux sources, including the wireless mic and provide direct output connections
to the stage speaker system. The mixer also includes connections to accomodate a user provided CD or MP3 player or similar
music program source.
The system will be capable of very high quality audio distribution through the audience seating at typical desired volume levels for
varying events and will be capable of mixing and routing the sound in a stereo L/R or mono format. The system will allow mixing
and routing of stage monitor channels via the aux sends of the mixing console. The main speaker system will be capable of
producing sound pressure levels exceeding 98 dB in the front area of the installed audience seating and above 88 dB in the
grass seating area directly behind the walking path.
The stage equipment includes the main loudspeaker systems and a road rack case equipped with the audio snake send unit.
The snake send unit is the main connection point for all the stage equipment including microphones, direct boxes and for the
audio returns from the mixing console, which are routed to the speaker system. Stage equipment also includes stage monitor
speaker system, microphones, direct input boxes, mic stands, booms and cables.
The mixing position equipment includes a 32 input+ 2 stereo sound mixing console and a rack case equipped with the audio
snake receive unit and audio signal processing gear including a cassette/CD deck, reverb processor and equalizers.
The mode of transmitting the audio inputs from the stage to the mix position and back to the stage is via the (previously
purchased by the City) Roland digital audio snake system, consisting of the send and receive units as described above. It will
utilize the Category 5 cable (previously installed by the City) in the underground conduit between the stage and the mix position
to route all of the audio signals.

StaGe Soeaker System:
The proposed system is composed of two (2) portable, ground stacked, self-amplified speaker systems (JBL PRX series), placed
at left and right sides of the stage platform. Each "stack" consists of a powered subwoofer enclosure equipped with 18-inch
driver and one (1) full-range powered speaker enclosure, pole-mounted above the subwoofer enclosure. Each pole mounted
enclosure is equipped with 15 inch low frequency driver and a high frequency horn/compression driver The modular design
allows for fast setup/teardown of the system. An option is included to provide a second pair of subwoofer enclosures for
enhanced low frequency capability.
Amolification. Audio ProcessinG and microohone eGuioment :
The speaker system is self powered, with integral AC powered amplifier within each speaker enclosure. Audio processing for the
speaker system is accomplished via the equalization equipment and reverb processor located in the portable rack cabinet at the
mixing position in the seating area. Along with the cabled microphone assortment, a wireless microphone system provides a
single UHF receiver and two microphone transmitters, including a handheld and a bodypack transmitter equipped with a clip-on
lapel microphone. The wireless system will allow one of the two microphones to be used with the receiver at any time.
Currently, installations are being scheduled six to eight weeks from receipt of the customer's purchase order. Upon receipt of the
purchase order, a pre-installation walk-through may be required. This should include the main contact at the customer's site and
facilities representatives, The project manager or a qualified alternate will represent TBL
SCHEDULING
Upon receipt of signed authorization, we will proceed to order the specified equipment and prepare a schedule for completion of
the proposed services. If any of the equipment specified is custom ordered product, up to six weeks may be required to complete
the proposed services. This schedule assumes no delays or obstacles will be encountered in gaining access for the installation.
Standard service and support is limited to Monday through Friday, 8:00 AM to 5:00 PM central standard time, excluding national
holidays. Expanded service hours are available for an additional charge and can be provided if determined necessary.
Project Training is included in this proposal. This training will be scheduled and completed by your sales representative at the
end of the project installation,
CLIENT RESPONSIBILITIES AND CONDITIONS
The client should provide TBI with any existing system design specifications, diagrams, room drawings or other materials that
would facilitate completion of the proposed scope of services. These can be uploaded to the TBI website by going to
www.tierneybrothers.com/uploads and following the instructions for uploading.
The client will be responsible to contract a licensed electrician to provide any needed high voltage power connections. This
installation is best performed after the equipment has been installed to ensure the optimum placement of the outlets.
The client will be responsible for all necessary ceiling tile work involved in the installation. It is the client's responsibility to
prepare, replace, repair or modify any structural or cosmetic changes that TBI has made or needs to make. This includes, but is
not limited to, ceiling grids, floor tiles, walls and pre-existing equipment.
It will be the client's responsibility to have the area ready for installation when scheduled, based upon the agreed terms and
conditions. The project manager and or design engineer at the pre-installation walk through will review the terms and conditions
of the installation. This will include, but is not limited to, electrical, construction and cosmetic responsibilities, If the area is not
prepared for installation when scheduled and if any owner furnished equipment engineered to be included in the installation is not
on site there will be a $350,00 charge. Rescheduling of the installation will be set for a later date, which will be determined by
TBL
It will be the client's responsibility to notify either the sales representative or the project manager within 48 business hours prior to
the scheduled installation of cancellation or schedule change. A fee of $350,00 will be charged if cancellation or schedule
change is received less than 48 business hours.
Tierney Brothers, Inc. cannot enter into, work in or otherwise disturb any areas containing asbestos.
Tierney Brothers, Inc. recommends that each Projector, TV, Plasma, LCD, etc. have a duplex receptacle fed off of a dedicated 20
Amp circuit available for use. Systems containing multiple racks of amplifiers or other equipment may require additional circuits.
It is the understanding of both parties that prevailing wage regulations, specifically those contained in 40 U.S.C. 276a-5, or MN
Stat ~ 177.41 - 177.44, do not apply to the work to be performed under this contract.

BASIS FOR PROPOSAL
Based upon our initial consultation, TBI's fee for completion of the proposed scope of services is $23,457.85. The prices
reflected do not include shipping & handling or sales tax and are valid for a period of ninety days from the date listed on the
proposal.
If additional products or services are requested, we will provide a revised scope and cost estimate. Upon receipt of your signed
purchase order, change order request, or verbal authorization, we will proceed with the authorized services and invoice in
accordance with the revised scope and cost estimate. All verbal agreements will be confirmed in writing.
As of January 1 st, 2002 Tierney Brothers, Inc. is required by the Minnesota Streamlined Sales and Use Tax Act to tax all
installation hours that involve product that does not become part of real property.
Payment for services is 30% down. The balance is due net 10 days with 2% interest added to unpaid balances. There will be a
20% restocking fee plus freight charges for those items ordered which have to be returned to the manufacturer due to customer
request or by change of order.
