INTRODUCTION:
Council is asked to consider authorizing the transfer of funds from the Police Department
Drug Forfeiture Account to the Scott County Methamphetamine Task Force.
BACKGROUND:
The Shakopee Police Department has been asked to consider financial support to the
Scott County Methamphetamine Task Force in their efforts to expand education and
community outreach efforts to address meth usage. The Meth Task Force is limited in it
available funds, and our financial support would continue efforts to educate our
community. The County Attorney's request is attached. I would recommend $2,500.
I support County Attorney Pat Ciliberto's request, as I believe it is working and will
continue to work to affect the use of meth in our community.
BUDGET IMPACT:
Funds exist in the Drug Forfeiture Account to support this effort.

I. Authorize the transfer of $2,500.00 from the Police Department Drug Forfeiture
Account to the Scott County Methamphetamine Task Force.
2. Do not authorize the transfer of $2,500.00 from the Police Department Drug
Forfeiture account to the Scott County Methamphetamine Task Force.
3. Table and provide direction to staff.
RECOMMENDATION:
Staff recommends Alternative # I.
ACTION REQUESTED:
The City Council, if they concur, should by motion authorize the transfer of$2,500.00
from the Police Department Drug Forfeiture account to the Scott County
Methamphetamine Task Force.

Dear Chief Hughes:
At the last Scott County Police Chiefs monthly meeting, we discussed a basis
upon which your individual cities, or departments, if they chose, could support the Scott
County Meth Task Force
I've outlined below, in bullet form, a list of some of the efforts. Please feel free to
contact me with any specific questions you have concerning the following list of
programs and efforts that the Task Force has gone forward with to educate the
community, to specifically include the city of Shakopee, concerning the danger that
methamphetamine poses to our residents, as well as how the use of this drug is
adversely affecting the tax payers.
Some of what we have been involved with in terms of education and outreach:
· Contract with CLIMB Theatre, SHATTERED, an anti-meth play presented to
many of our Scott County schools. Eleven schools in the 05-06' school year and
five so far in the 06-07' school year. We also did evening presentations in some
communities for adults. We did ene in Shakopee, one in Elko New Market, one
in Jordan, one in Prior Lake, and one in New Prague. We have reached
thousands of our children through this effort.
· Awareness bracelets (over 13,000 distributed). The bracelets direct the reader to
the website chooselifenotmeth,com.
· Chooselifenotmeth.com, This site is the site put together by the Scott County
Meth Task Force. It links to a number of other sites to include the nationally
recognized notevenonce,com.
· Chooselifenotmeth.com T-Shirts. These shirts have been handed out at the
Scott County Fair as well as at various presentations in schools, Boy Scout
groups, etc.
· Breaking the Habit pamphlets,
· "The Ugly Truth About Methamphetamine" brochures, 15,000 ordered.
Thousands have been distributed, Spanish version brochures also distributed.

· Bookmarks (10,000 ordered). Thousands distributed to include libraries.

· Star Tribune article.
· Radio ads on KDWB (3 month radio campaign).
· Article in Prior Lake American and Shakopee Valley News on the above radio
campaign.
· Display materials sent to all Scott County libraries.
Our efforts have shown results. In 2006, there were 95 direct methamphetamine
cases charged in Scott County down from 136 direct methamphetamine cases in 2005,
I'm including in the term "direct" meth cases, child protection cases in which meth was
the primary reason for the county removing children, The total cost for child protection
placements due to meth in Scott County decreased from $427,304.00 in 2005 to
$211,956.00 in 2006.
As both your department, and this office, know all too well, in addition to the
direct meth cases that we are involved with, meth use by people in Scott County results
in many other crimes that do not show as "direct" meth cases. I have no doubt that the
increase in burglaries, car break-ins, thefts, assaults, that we are seeing, are related to
people supporting their meth habit or addiction.
Our efforts cost money, As a volunteer-lead public entity, the Meth Task Force is
limited in its available funds to continue our outreach and education efforts, We have
received financial support from citizens and service groups. We were fortunate in
securing the funding for our CLIMB Theatre school presentations through a state grant.
If the city of Shakopee, or the Shakopee Police Department, would be willing to
consider providing financial support to the Scott County Meth Task Force, I assure you
that the support would be invested in our continuing education and outreach efforts here
in Shakopee, as well as Scott County as a whole.
Chief, if you have any questions, or if the Mayor or any Council Members have
any questions, I would be happy to answer them,
