SUBJECT: Consider hiring Owns Companies, Inc. for replacement and installation of
a new HV AC rooftop unit and control system for the Engineering facility.

INTRODUCTION:
This agenda item seeks approval for the replacement of the HV AC unit on the roof of the .
Engineering facility that is aged, unreliable, and inefficient to operate.
BACKGROUND:
As part of the 2007 building budget preparations, funding was provided (estimated at
$50,000.00) from the building fund for the replacement of the HV AC unit located' on the
roof of the Engineering facility. The unit provides heating, cooling, and ventilation for
the main floor. The present unit is approximately 19 years old, quite deteriorated, incurs
costly repairs, and is inefficient to operate. The present control system for this unit and
the served area utilizes older technology which causes unbalanced air flow and is also
inefficient.
Proposals have been received from Associated Mechanical and Owens Companies which
include replacement ofthe unit with higher efficiency units manufactured by Trane.
Company Proposal
Associated Mechanical $49, 230.00
Owens Companies' $48,500.00
In comparing the price proposals, Associated includes a unit with a 20 ton AC section.
Owens includes a unit with a 15 ton AC section. The unit OV{ens proposes has been'
calculated to better match the space needs-a smaller tonnage unit will operate more
efficiently and still handle the cooling needs. Also, the Owens unit is rated higher on the
efficiency scale, and they include a central programmable energy management system for
optimum control of temperature settings.
RECOMMENDATION:
Taking all information into account, staff recommends hiring Owens Companies, Inc. to
replace the unit and install controls since their proposal is lower and they offer a
programmable energy management panel.

SUBJECT: Engineering Building - Rooftop Unit Replacement P-6491
Dear Duane:
Thank you for the opportunity to propose replacement of the rooftop heating and cooling unit
that serves your Engineering Building.
We have surveyed the site ancj arso taken load calculations and feel that you can reduce the
tonnage from a 20-ton to a 15-ton unit. We also recommend installing a constant volume
system with reheat coils for each of the five zones. We include the following:
Scope of Services
. One Trane constant volume 15 ton packaged HVAC unit. This unit is equipped with high
heat capacity, 0 - 100% economizer; return air smoke detector, curb adaptor, one-year
parts and five-year compressor and heat exchanger warranty.
. Delta Controls to control the five reheat zones as well as the heating and cooling
functions of the rooftop unit. A single wall mounted controller with keypad will be
provided.
. Supply and return duct modifications.
. Gas piping to the unit.
. Electric reheat coils in each of the five zones.
. Electrical wiring.
. Control hardware, installation, and programming.
. Rigging via a crane.
. Removal and disposal o.r the old unit.
. Delivery, freight, trip, tool, and permits.
. Start-up and system check out.
. One-year workmanship warranty (equipment warranty mentioned above).
Installed price is Forty Eight Thousand Five Hundred and no/100 dollars ....................... $48,500.

existing Carrier multizane unit.

Alternate # 1:
Add for high efficiency Trane 10.6 EER rooftop units:

This proposal void if not accepted within thirty days from above date. All material purchased and all labor
perf.ormed during anyone calendar month is due and payable on the 10th of the succeeding month. The
parties to this contract agree that if said contract is not completed by any cost increase of
materials and labor, subsequent to above mentioned date, shall be added to the original contract price.
