Michael Leek, Community Development Director SUBJECT: CSAH 101 Bridge Enhancements MEETING DATE: September 18,2007 REVIEW PERIOD: NA INTRODUCTION: In order to move forward with final design of the CSAH 101 bridge, Scott County staff has asked for final direction from the City regarding the message(s) that would be placed on the wing walls, and has suggested that the City revisit the choice of lighting standard because the initial choice would, as it rusts, result in significant staining of the concrete (such as that visible on the 101 bridge. DISCUSSION: Light Poles: Council's original direction was to go with the Cor-Ten steel light poles like those that are already used on CSAH 101 and the 1011212 bridge. Cor-Ten steel is a product that surface rusts to a certain extent, resulting in a permanently sealed surface. Scott County staff has pointed out that this style of light pole does result in significant concrete staining (see attached picture). An alternative would be to use the type of painted light pole used on the TH 169/CSAH 79 pedestrian bridge. On the existing bridge, the poles are painted green. This color could be used, or perhaps a brown that ties into the color of the existing Cor-Ten poles, as well as the Huber Park monument structures. The painted surface would not result in the type of staining depicted on the attachment. Wing Wall Message: Two of the wing walls (one on the north side of the bridge visible to west bound traffic, and one on the south side visible to traffic heading east) are to have messages. On the attached drawing one option is depicted. Other options might include; . WELCOME TO SHAKOPEE (north side) . THANK YOU FOR VISITING SHAKOPEE (south side) . CITY OF SHAKOPEE (BOTH SIDES) . Staff would suggest that the font be the same as that found on the Huber Park entrance monuments for continuity. STAFF RECOMMENDATION: Staff recommends amending the light pole choice to use a painted pole similar to that used on the CSAH 79 pedestrian bridge, but does not have a specific color recommendation. The wing wall message is a fairly subjective choice, but staff would suggest that what is depicted on the existing drawing is a) useable on both wing walls, and b) ties in well to the Downtown monument found at Sommerville and CSAH 101. VISIONING RELATIONSHIP: The bridge project and enhancements, by improving transportation infrastructure and the aesthetics of this entry into the older developed core of the City relates to Goal B, High Quality of life. ACTION REQUESTED: Offer and pass a motion giving City and County staff direction regarding a) revised choice in lighting for the CSAH 101 bridge, and b) message(s) to be added to the wing walls on the north and south sides of the bridge. d~ R.
