INTRODUCTION:
The Shakopee Police Department is seeking council authorization to begin a strategic
planning process for the Police Department by offering Resolution #6656, establishing a
Police Services Master Planning Task Force.
BACKGROUND:
Although the city recently developed the Shakopee Visioning Initiative Project, I believe
it is time for the Police Department to also develop a plan.
Purpose: The Master Plan is, in the simplest forms, a development of an affordable plan
which involves the whole community looking at today's policing issues and anticipating
tomorrow's policing concerns.
Outcome: The "Master Plan" is the end result of a process in which the principals
involved in delivering and receiving public and private aspects of policing define what
they desire, what the community can afford and what risk level is being accepted.
Process: The Mayor and Council appoint a select committee to facilitate staff and citizen
involvement in defining and establishing an affordable plan for current police issues and
future police concerns.
The Citizens Advisory Committee should include seven to ten individuals appointed by
Council. The committee members may be citizens at large or representatives from any or
all of the following: Service groups, churches, Independent School District #720,
Chamber of Commerce, seniors, students, etc.
The Internal Resource Committee should include Police Command staff and
representation from department members including Support staff, Officers and
Supervisors.

The time line for this process is dependent upon the number of concerns, objectives and
programs that are discussed during the committee meetings. I would anticipate nearly a
year-long process, meeting at least once or twice a month, depending upon the
committee's recommendations. The following is a list ofissues/concerns in draft form
for your review:
1. Performance. The public demands and deserves a high level of performance from
the police department. The department continues to struggle finding qualified
applicants for various positions. There needs to be more focus on improving our
recruitment, hiring and backgrounding processes.
2. Rising costs. The department struggles to continue being fiscally responsible
while dealing with the rising costs of fuel, joint training facility and the
Emergency Response Team (ERT).
3. Records. The department needs a specific plan to deal with several issues in
records. This includes updating suspense files, personnel records and planning for
a paperless reporting transition.
4. Staffing levels. The department must maintain staffing levels consistent with the
International Association of Chiefs of Police (IACP) Staffing Allocation Studies.
The capabilities of patrol, supervision and services become limited if the proper
staffing levels are not met.
5. Technology. The department must continue to purchase, train and develop
replacement plans for emergency equipment.
6. Training. The department struggles to accommodate all the training needs beyond
those mandated by the state. The department must train staff and leverage
technologies for an improved response to identity theft and Internet crimes. The
department should also train staff as instructors in areas such as pursuit driving
and emergency operations.
7. Develop partnerships with the Shakopee Mdewakanton Sioux Community. The
department has no clear plan to deal with the expansion of the Shakopee
Mdewakanton Sioux Community. Furthermore, the department has developed
very few partnerships with tribal leadership.
8. Non-English speaking community members. The department does not have a
clear plan to reach out to the Non-English speaking community members. This
portion of the community is growing. The department has not had enough
training or recruitment of people fluent in another language.
9. Violent youth/gangs. The department needs to improve its knowledge of gangs
and improve efforts to curb youth violence.

10. Enhance and create additional partnerships. The department must continue to
strengthen partnerships with the school district, the Fire Department, Valleyfair,
Canterbury Park, and St. Francis Hospital. The department must also look to
create new partnerships with private security and other community assets.
II. Strengthen emergency management. The department must continue to improve
its emergency management capabilities. This would include additional training,
Homeland Security Exercise and Evaluation Program (HSEEP) drills, community
involvement/volunteers, as well as having the appropriate equipment on hand to
deal with a variety of disasters.
Our goal is to develop a Police Services Master Plan through citizen and staff
collaboration that meets the expectations of our community. The plan must be affordable
and realistic, detailing goals, objectives, programs, cost, and a schedule of
implementation. The plan will be developed within the existing budget and presented to
the City Council in August, 2008.

This project will be undertaken within the existing Police Department budget.

RECOMMENDATION:
Staff recommends Alternative #1.
ACTION REQUESTED:
If council concurs, offer Resolution #6656, establishing a Police Services Master
Planning Task Force, and move its adoption.

RESOLUTION NO. 6656
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, ESTABLISHING
A POLICE SERVICES MASTER PLANNING TASK FORCE
WHEREAS, there is a need to establish a task force to evaluate, define and
recommend an affordable plan for police services, and
WHEREAS, the purpose ofthe Police Services Master Planning Task Force is to
develop an affordable plan which involves the whole community looking at today's
policing issues and anticipating tomorrow's policing concerns;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. A Police Services Master Planning Task Force to be appointed by the City
Council is hereby established.
2. The City Clerk is hereby directed to implement the application and interview
process.
3. The task force is established for a period ending no later than August 31,
2008, and shall submit a proposed "Police Services Master Plan" to the City
Council prior to that time.
Passed and duly adopted by the Council of the City of Shakopee this 18th day
of September ,2007.
