SUBJECT: Approval of Quote for Westchester Estates,
Block 9 Drainage Improvement Project No. 2007-11 and
Authorize Cost Participation

INTRODUCTION:
Attached to this agenda item is a summary of quotes received for the Westchester Estates
Project, as well as the attached plan sheets for the project. City Council is being asked to
approve the quote for the construction of a drain tile improvement project for
Westchester Estates, Block 9, and authorize a cost participation amount by the City for
this project.
BACKGROUND:
On August 21, 2007, City Council did review a memo from staff and heard from the
public on the solutions for improving the drainage problem that was petitioned by the
residents of Westchester Estates, Block 9. From this memo and the meeting, Council
directed staff to prepare plans and obtain quotes for a drain tile pipe system with catch
basins to improve the drainage of the rear lots swale in this area. Council also delayed
any cost participation until quotes were received to see what the actual financial impact
would be.
During the week of September 10th through September 13th. staff did receive quotes for
the drain tile project and the summary of these quotes are attached with the low quote
received from Chambers Excavating &Trucking of North Mankato, MN at a dollar
amount of$17,191.00.
In earlier discussions, Tollefson Development, Inc. would contribute $5,000.00 to this
project as their contribution for fixing the s.wale to the required plan. City Council did
indicate a participation level of $5,000.00 or ~ depending on the quotes received, but no
formal motion was made or approved. Based on the low quote received, the total dollar
amount is $17,191.00 and with the Tollefson Development contribution of $5,000.00 and
the City contributing $5,000.00 and the remaining amount would be $7,191.00 for the
residents. It should be noted with this project, the property owners will be required to
remove the sprinkler systems from the area and will reinstall the sprinkler systems and re-

seed or re-sod the area, once the contractor is done with the drain tile and the grading of
the swale area. The City would be donating staff time to oversee construction and
administer the project. If City Council elects to split the project cost with the residents,
the cost would be $6,095.50 each.
Staff is presenting the quotes to Council for authorization to a contractor and asking
Council for their participation level with this project.
ALTERNATIVES:
1. Approve a motion accepting the low quote from Chambers Excavating &
Trucking in the amount of $17,191.00 for the Westchester Estates Drain tile
Project No. 2007-11.
2. Do not accept quotes for this project.
3. Approve a motion authorizing an amount, as determined by the City Council,
from the Storm Drainage Fund for the City's participation for this project.
4. Do not authorize City funds from the Storm Drainage Fund for this project.
5. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 1 and No. 3 in order to resolve the drainage
issue in Westchester Estates, Block 9. It should be noted that the residents should
provide the City with their share of funds prior to starting the work as this is not an
assessed project.
ACTION REQUESTED:
1. Approve a motion accepting the low quote from Chambers Excavating &
Trucking in the amount of $17,191.00 for the Westchester Estates Drain Tile
Project No. 2007-11.
2. Approve a motion authorizing an amount from the Storm Drainage Fund for the
City's participation for this project, as determined by the City Council.
